The new social and impact economy is an attempt to conceptualize developments after the 2008 economic crisis, which emphasized the pifalls of the Neo-Liberal economic system. In the aftermath of the crisis, new organizational entities evolved, which combined social and business objectives as part of their mission. Using data gathered by two recent international research projects—the ICSEM project and the FAB-MOVE project—the book provides an initial portrait of the forces at play in the evolution of the new social and impact economy, linking those to the past crisis as well as to Covid19 and comparing the emergence of the phenomenon in a varied group of countries. The book begins with an overview of the classical definitions of social economy and proposes a comprehensive concept of new social and impact economy, its characteristics, and sources. Ten country chapters as well as a comparative chapter on international social economy organizations follow. The volume concludes with an overall analysis of the data from the country chapters, forming a typology of social economy traditions and linking it to recent Post Capitalism trends. Book excerpt: One out of every five Latin Americans or around 130 million people have never known anything but poverty, subsisting on less than US$4-a-day throughout their lives. These are the region ́s chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. Left Behind: Chronic Poverty in Latin America and the Caribbean takes a closer look at the region’s entrenched poor, who and where they are, and how existing policies need to change in order to effectively assist them. The book shows significant variations of rates of chronic poverty both across and within countries. Within a single country, some regions show incidence rates up to eight times higher than the lowest. Despite the higher rates of chronic poverty in rural areas, chronic poverty is as much an urban as a rural issue. In fact, considering absolute numbers, urban areas in many countries, including Chile, Brazil, Mexico, Colombia and the Dominican Republic, have more chronic poor than rural areas. Undoubtedly the region has come a long way during the decade in terms of poverty reduction, guided by a mix of sustained growth and increased levels in amounts and quality of public spending and programs targeted directly or indirectly to the chronic poor. While improving endowments and the context where the chronic poor live is a necessary condition going forward, the decade’s experience suggests that it may not be enough to reach the chronic poor. The book posits that refinements to the existing policy toolkit †“ as opposed to more programs †“ may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. Equally important though, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people’s mindset and aspirations, which currently undermines the effectiveness of the existing policy efforts.

Book excerpt: After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. The editors and contributors offer original perspectives on the policy challenges facing much of the low income housing of Latin American cities; document the changing nature of the "first suburbs"; present comparative survey findings in order to better understand the types of consolidated settlements that exist today; describe the physical nature of the dwellings themselves; identify the reasons behind market dysfunction that impede the operation of consolidated housing informal markets in Latin American cities; and outline a new generation of housing policies that will support the processes of densification, rehabilitation, and regeneration of these settlements. This book is the first and only composite overview of the research findings and advocacy of the generic policy lines that the LAHN identifies as central to a new generation of housing strategies and approaches. Rajca combines cultural studies and critical theory to explore how the aftereffects of dictatorship have been used to formulate dominant notions of human rights in the present. In so doing, he critiques the exclusionary nature of these processes and highlights who and what count (and do not count) as subjects of human rights as a result. Through an engaging exploration of the concept of “never again” (nunca más/nunca mais) and close analysis of photography exhibits, audiovisual installations, and other art forms in spaces of cultural memory, the book explores how aesthetic interventions can suggest alternative ways of framing human rights subjectivity beyond the rhetoric of liberal humanitarianism. The book visits sites of memory, two of which functioned as detention and torture centers during dictatorships, to highlight the tensions between the testimonial tenor of permanent exhibits and the aesthetic interventions of temporary installations there. Rajca thus introduces perspectives that both undo common understandings of authoritarian violence and its effects as well as reconfigure who or what are made visible as subjects of memory and human rights in postdictatorship countries. Dissensual Subjects offers much to those concerned with numerous interlocking fields: memory, human rights, political subjectivity, aesthetics, cultural studies, visual culture, Southern Cone studies, postdictatorship studies, and sites of memory.
