Substantial damage was expected based on high cesium levels previously measured in water samples taken from these canisters. About 11% of the inner elements and 45% of the outer elements were found to be failed in these examinations. Canisters that had cesium levels of I curie or more generally had multiple instances of major fuel damage.

Lower end damage in the ''bad fuel'' canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ''good fuel'' canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ''good fuel'' canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

Available in PDF, EPUB and Kindle. Book excerpt: Several types of coatings have previously been visually identified on the surface of 105-K East and 105-K West Basins fuel elements. One type of coating (found only in K West Basin) in particular was found to be a thick translucent material that was often seen to be dislodged from the elements as flakes when the elements were handled during visual examinations (Pitner 1997). Subsequently it was determined (for one element only in a hot cell) that this material, in the dry condition, could easily be removed from the element using a scraping tool. The coating was identified as Al(OH)3 through X-ray diffraction (XRD) analyses and to be approximately 60 [mu]m thick via scanning electron microscopy (SEM). However, brushing under water in the basin using numerous mechanical strokes failed to satisfactorily remove these coatings in their thickest form as judged by appearance. Such brushing was done with only one type of metal brush, a brush design previously found satisfactory for removing UO4.xH2O coatings from the elements.

Results of the first series of whole element furnace tests i.e., Runs 1 through 8 were collected in this summary report. The report focuses on the six tests with breached fuel from the K West Basin which ranged from a simple fracture at the approximate mid-point to severe damage with cladding breaches at the top and bottom ends with axial breaches and fuel loss. Results of the tests are summarized and compared for moisture released during cold vacuum drying, moisture remaining after drying, effects of drying on the fuel element condition, and hydrogen and fission product release.

Book excerpt: The evolution and need for the preservation and maintenance of existing structures, recent or historical, has fostered research in the area of structural monitoring, translated into the development of new techniques, equipment and sensors. Early detection of damage and accurate assessment of structural safety requires monitoring systems, the data from which can be used to calibrate numerical models for structural analysis and to assess safety. Data are obtained under real-time conditions, considering a group of parameters related to structural properties, such as stresses, accelerations, deformations and displacements. The analysis of structural properties is particularly relevant when the structure is subjected to extreme events (earthquakes, wind, fire and explosions, among others) or repeated loads (road/rail/air traffic, vibrations induced by equipment and machines), since they affect the structural integrity and put the users at risk. In order to prevent the severe damage and eventual collapse of structures, and consequent human, material and economic losses, the implementation of monitoring systems becomes a valuable tool for today's society. Monitoring of structures is becoming increasingly important, not only as preventive action, but also due to actual economic and sustainability concerns, to ensure a safer and more comfortable built environment.
