Book excerpt: An approach is described which permits the systematic establishment of measures of effectiveness, determines the extent of need for visual distress devices, establishes requirements and estimates capabilities of devices, then matches estimated device capabilities against requirements. The extent of need for visual distress signals is established on the basis of an analysis of Boating Accident Reports using fault tree techniques. Parameter combinations involved in these cases are analyzed and used to synthesize body-of-water/use scenarios which define the requirements for visual distress signals. The characteristics and capabilities of various types of such signals are then reviewed and matched against the requirements. Additional data and test requirements are determined and a program for meeting these requirements is recommended.

Book excerpt: This SAE Aerospace Standard (AS) provides minimum performance and design standards for a handheld, high-intensity, flashing Aviation Visual Distress Signal (AVDS) based on light-emitting-diode (LED) technology operating simultaneously in visible (white) and near infrared (NIR) spectra designed to facilitate location and rescue of aviation accident/ditching survivors in open sea conditions. This Aerospace Standard is substantially rewritten and reorganized at Revision B to replace the original Xenon strobe technology with the more effective light emitting diode (LED) technology and to provide for improved performance and qualification requirements beyond those of the original document. AIR5690 is a companion document which makes the case for the replacement of dangerous pyrotechnic devices with an AVDS device providing an equivalent level of safety. The title "Aviation Distress Signal" is changed to "Aviation Visual Distress Signals (AVDS) to harmonize nomenclature with TSO-C168.

Book excerpt: This SAE Aerospace Information Report (AIR) is intended to promote awareness of the dangers associated with the carriage and use of pyrotechnic signaling devices in multi-place life rafts and slide/rafts on transport category aircraft. Also included is background information and a rationale for replacing these devices with alternative signaling devices, which offer effective signaling and reduced flammability, yielding an "equivalent level of safety," as required by the FAA for replacement of the required pyrotechnic signaling device. The risk posed to aircraft ditching survivors by pyrotechnic signaling devices can be allayed by the use of TSO C-168 approved Aviation Distress Signals (ADSs) in lieu of the pyrotechnics devices currently required in airline overwater survival kits. In addition, the high-performance ADSs provide an equivalent level of signaling capability without the costs associated with hazardous pyrotechnic materials. This AIR provides the premise for the recommended use of ADSs.
