The first section critically reviews the use of crowdsourced imagery in landscape assessment, acknowledging its cost-effectiveness and efficiency while addressing concerns about reliability and validity. The analysis assesses previous methodologies, identifies limitations, and aims to offer a nuanced understanding of the strengths and weaknesses of crowdsourced imagery for landscape research. The second part highlights the often-overlooked cultural significance of visual resources, traditionally studied at the site scale. Drawing on photographic studies, the research explores crowdsourced photography from social media in Pennsylvania and the National Capital Region. This approach aids in identifying and prioritizing conservation areas, revealing trends in valued visual resources and landscapes. The analysis enables anticipation of future conflicts (e.g., shale gas development occurring in culturally significant landscapes, thus deteriorating the landscape's scenic quality) by comparing photographic data with other forms, such as impact projections (i.e., where development is forecast to occur). The third component addresses deficiencies in Pennsylvania's landscape-scale cultural conservation policies, emphasizing the dominance of ecological concerns. Advocating for rescaling cultural conservation planning to regional levels, akin to the UK's visual impact assessment policies, the dissertation discusses scale issues and political processes within regional conservation efforts. By comparing regional planning initiatives in PA and the UK, the paper proposes improvements for cultural landscape conservation policy implementation in Pennsylvania and, by extension, the broader US context. Collectively, this dissertation offers a comprehensive examination of leveraging crowdsourced imagery, understanding visual resources, and advancing cultural conservation policies at landscape scales. The findings contribute to a nuanced understanding of the complexities involved in contemporary landscape research, providing valuable insights for future policy development and implementation.
