Book State Failure and State Weakness in a Time of Terror

Download or read book State Failure and State Weakness in a Time of Terror written by Robert I. Rotberg and published by Rowman & Littlefield. This book was released on 2004-05-13 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: The threat of terror, which flares in Africa and Indonesia, has given the problem of failed states an unprecedented immediacy and importance. In the past, failure had a primarily humanitarian dimension, with fewer implications for peace and security. Now nation-states that fail, or may do so, pose dangers to themselves, to their neighbors, and to people around the globe: preventing their failure, and reviving those that do fail, has become a strategic as well as a moral imperative. State Failure and State Weakness in a Time of Terror develops an innovative theory of state failure that classifies and categorizes states along a continuum from weak to failed to collapsed. By understanding the mechanisms and identifying the tell-tale indicators of state failure, it is possible to develop strategies to arrest the fatal slide from weakness to collapse. This state failure paradigm is illustrated through detailed case studies of states that have failed and collapsed (the Democratic Republic of the Congo, Sierra Leone, the Sudan, Somalia), states that are dangerously weak (Colombia, Indonesia, Sri Lanka, Tajikistan), and states that are weak but safe (Fiji, Haiti, Lebanon).

Download or read book Africa s First Democrats written by Abdi Ismail Samatar and published by Indiana University Press. This book was released on 2016-09-26 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abdi Ismail Samatar provides a clear and foundational history of Somalia at the dawn of the country's independence when Africa's first democrats appeared. While many African countries were dominated by authoritarian rulers when they entered the postcolonial era—and scholars have assumed this as a standard feature of political leadership on the continent—Somalia had an authentic democratic leadership. Samatar's political biography of Aden A. Osman and Abdirazak H. Hussen breaks the stereotype of brutal African tyranny. Samatar discusses the framing of democracy in Somalia following the years of control by fascist Italy, the formation of democratic organizations during the political struggle, and the establishment of democratic foundations in the new nation. Even though this early state of affairs did not last, these leaders left behind a strong democratic legacy that may provide a model of good governance for the rest of the continent.

  • Pages : 268 pages

Download or read book Safirka written by Peter Bridges and published by Kent State University Press. This book was released on 2000 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Peter S. Bridges's service as an American ambassador to Somalia capped his three decades as a career officer in the American Foreign Service. Safirka, a frank description of his experiences in Somalia and elsewhere, offers pointed assessments of American foreign policy and policymakers. Bridges recounts his service in Panama during a time of turmoil over the Canal; in Moscow during the Cuban missile crisis; in Prague for bleak years after the Soviet invasion; in Rome when Italian terrorists first began to target Americans; and in key positions in three Washington agencies. In Somalia Bridges managed the largest American aid program in sub-Sahara Africa. He dealt with a postcolonial regime, hobbled both by traditional clan rivalries and by a leader who cared far less about Somalia's people and progress than about maintaining his control over that poverty-stricken, strategic - which soon erupted in civil war.

Download or read book Somalia written by Terrence Lyons and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The multilateral military intervention in Somalia was one of the international community's first major attempts to respond to a dangerous new challenge in the post-cold war era—the problem of state collapse and social disintegration. Catastrophes such as Somalia reach public attention as humanitarian emergencies, but the underlying causes are the disintegration of political institutions and the resulting chaos and insecurity. Given the challenges inherent in such political crises, can the international community respond effectively to encourage political reconciliation and the rehabilitation of governing institutions? This book suggests that the international community ignored clear warning signs in Somalia and missed several opportunities to use diplomacy to prevent state collapse. As a result, the destruction of the state became more complete and the difficulties in rebuilding a viable system more demanding. When the United States and the United Nations finally intervened militarily in 1992, they focused on the humanitarian aspects of the emergency, thereby limiting their ability to act on the core political and security dimensions. This book shows how lessons learned in Somalia will shape international responses in future cases. It details the deep- rooted social, political, and economic processes that led to the decomposition of the state in the early 1990s; analyzes the attempts by the international community to encourage political reconciliation; and offers guidelines for policymakers.
