Book excerpt: Little is know about the Chittagong Hill Tracts of Bangladesh (CHT), an area of approximately 5,089 square miles in southeastern Bangladesh. It is inhabited by indigenous peoples, including the Bawm, Sak, Chakma, Khumi Khyang, Marma, Mru, Lushai, Uchay (also called Mrung, Brong, Hill Tripura), Pankho, Tanchangya and Tripura (Tipra), numbering over half a million. Originally inhabited exclusively by indigenous peoples, the Hill Tracts has been impacted by national projects and programs with dire consequences. This book describes the struggle of the indigenous peoples of the Chittagong Hill Tracts region to regain control over their ancestral land and resource rights. From sovereign nations to the limited autonomy of today, the report details the legal basis of the land rights of the indigenous peoples and the different tools employed by successive administrations to exploit their resources and divest them of their ancestral lands and territories. The book argues that development programs need to be implemented in a culturally appropriate manner to be truly sustainable, and with the consent and participation of the peoples concerned. Otherwise, they only serve to push an already vulnerable people into greater impoverishment and hardship. The devastation wrought by large-scale dams and forestry policies cloaked as development programs is succinctly described in this report, as is the population transfer and militarization. The interaction of all these factors in the process of assimilation and integration is the background for this book, analyzed within the perspective of indigenous and national law, and complemented by international legal approaches. The book concludes with an updateon the developments since the signing of the Peace Accord between the Government of Bangladesh and the Jana Sanghati Samiti (JSS) on December 2, 1997.

Should Muslim women be exempted from feminist attempts at liberation from patriarchy and its various expressions under Islamic laws and customs? Considerable literature on the entanglements of Islam and secularism has been produced in the post-9/11 decade and a large proportion of it deals with the Woman Question. Many commentators critique the secular and Western feminism, and the racialising backlash that accompanied the occupation of Muslim countries during the War on Terror military campaign launched by the U.S. government after the September 11 attacks in 2001. Implicit in many of these critical works is the suggestion that it is Western secular feminism that is the motivating driver and permanent collaborator -- along with other feminists, secularists and human rights activists in Muslim countries -- that sustains the Wests actual and metaphorical war on Islam and Muslims. The book addresses this post-9/11 critical trope and its implications for womens movements in Muslim contexts. The relevance of secular feminist activism is illustrated with reference to some of the nation-wide, working-class womens movements that have surged throughout Pakistan under religious militancy: polio vaccinators, health workers, politicians, peasants and artists have been directly targeted, even assassinated, for their service and commitment to liberal ideals. Afiya Zia contends that Muslim womens piety is no threat against the dominant political patriarchy, but their secular autonomy promises transformative changes for the population at large, and thereby effectively challenges Muslim male dominance. This book is essential reading for those interested in understanding the limits of Muslim womens piety and the potential in their pursuit for secular autonomy and liberal freedoms.

Book excerpt: Partition and post-colonial migrations – sometimes voluntary, often forced – have created borders in South Asia that serve to oppress rather than protect. Migrants and refugees feel their real home lies beyond the border, and liberation struggles continue the quest for freedoms that have proven to be elusive for many. States scapegoat refugees as "outsiders" for their own ends, justifying the denial of their rights, while academic discourse on refugees represents them either as victims or as terrorists. Taking a stance against such projections, this book examines refugees’ struggles for better living conditions and against marginalization. By analyzing protest and militarization among refugees, the book argues that they are neither victims without agency nor war entrepreneurs. Through interviews, surveys, and statistical analyses, it shows how states have manipulated refugee identity and resistance to promote the ideal of the nation-state, thereby creating protracted refugee crises. This is evident even in the most humanitarian state intervention in modern South Asia – India’s military intervention in East Pakistan (now Bangladesh) in 1971. The findings put forward provide the basis to understand the conditions under which violence can break out, and thereby have implications for host countries, donor countries, and aid organizations in the formulation of refugee‐policy. The book is of interest to scholars in the fields of South Asian studies, comparative politics, international relations, refugee studies, development studies, security studies and peace studies.
