The US-National Academy of Sciences has encouraged environmental protection agencies to foster citizen participation and public involvement for making environmental policy making and natural resource management more effective and democratic (Stern and Fineberg 1996). The report emphasizes the need for a combination of assessment and dialogue which the authors have framed the "analytic-deliberative" approach. Unfortunately, early public involvement of the public in deliberative processes may compromise, however, the objective of efficient and effective policy implementation or violate the principle of fairness (Cross 1998, Okrent 1998). Another problem is that the public consists of many groups with different value structures and preferences. Without a systematic procedure to reach consensus on values and preferences, the public's position often appears as unclear (Coglianese 1997, Rossi 1997). Participatory processes are thus needed that combine technical expertise, rational decision making, and public values and preferences. In claiming the Delphic god as the founder of Cynicism Julian is guilty of an obvious anachronism for Cynicism cannot be shown to antedate Diogenes of Sinope. But from the fourth century B. C. Cynicism endured to the last days of the ancient world Cynics were common in the days of Augustine they may have been known in the Empire of Byzantium. Long life is not of itself a criterion of worth and it cannot be denied that Cynicism survived when much of immeasurably greater intellectual value perished. To the student of ancient philosophy there is in Cynicism scarcely more than a rudimentary and debased version of the ethics of Socrates, which exaggerates his austerity to a fanatic asceticism, hardens his irony to sardonic laughter at the follies of man kind, and affords no parallel to his genuine love of knowledge. Well might Plato have said of the first and greatest Cynic, That man is Socrates gone mad. But to the student of social history, and of ancient thought as distinct from philosophy, there is much of interest in Cynicism...

The language is the result of a long term effort of members of the Institute for Applied Mathematics of Karlsruhe University and several associated scientists. PASCAL XSC is intended to make the computer more powerful arithmetically than usual. It makes the computer look like a vector processor to the programmer by providing the vector/matrix operations in a natural form with array data types and the usual operator symbols. Programming of algorithms is thus brought considerably closer to the usual mathematical notation. As an additional feature in PASCAL-XSC, all predefined operators for real and complex numbers and intervals, vectors, matrices, and so on, deliver an answer that differs from the exact result by at most one rounding. Numerical mathematics has devised algorithms that deliver highly accurate and automatically verified results by applying mathematical fixed point theorems. That is, these computations carry their own accuracy control. However, their imple mentation requires arithmetic and programming tools that have not been available previously. The development of PASCAL-XSC has been aimed at providing these tools within the PASCAL setting. Work on the subject began during the 1960's with the development of a general theory of computer arithmetic. At first, new algorithms for the realization of the arithmetic operations had to be developed and implemented.
