The purpose of this meeting was to share initial concept information sponsored by the VAMS Project. An overall goal of the VAMS Project is to develop validated, blended, robust and transition-able air transportation system concepts over the next five years that will achieve NASA's long-term Enterprise Aviation Capacity goals. This document describes the presentations at the TIM, their related questions and answers, and presents the TIM recommendations.

Book excerpt: The National Research Council (NRC) of the National Academies was asked by NASA and the Office of Management and Budget to perform an assessment of NASA's Aerospace Technology Enterprise. The first such review, which began in early 2002, examined Pioneering Revolutionary Technology (now known as Mission and Science Measurement Technology). The assessment presented here, of the Aeronautics Technology Programs, began in early 2003 and is the second in the review series. The Aeronautics Technology Programs has three components: the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program. To conduct this review, the NRC established three panels, one for each of the component programs. The NRC also established a parent committee, consisting of the chairman and a subset of members from each panel. The committee and panels comprised a cross-section of experts from industry, academia, and government and included senior-level managers and researchers in the aeronautics field. Biographical information on the committee and panel members is found in Appendix A. Review of NASA's Aerospace Technology Enterprise: An Assessment of NASA's Aeronautics Technology Programs contains the committee's assessment of the Aeronautics Technology Programs. Chapter 1 presents a top-level assessment, and Chapters 2 through 4 provide the assessments of the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program, respectively.

Book excerpt: This report is one of a series that describes an ongoing effort in high-fidelity modeling/simulation, evaluation and analysis of the benefits and performance metrics of the Wake Vortex Advisory System (WakeVAS) Concept of Operations being developed as part of the Virtual Airspace Modeling and Simulation (VAMS) project. A previous study, determined the overall increases in runway arrival rates that could be achieved at 12 selected airports due to WakeVAS reduced aircraft spacing under Instrument Meteorological Conditions. This study builds on the previous work to evaluate the NAS wide impacts of equipping various numbers of airports with WakeVAS. A queuing network model of the National Airspace System, built by the Logistics Management Institute, Mclean, VA, for NASA (LMINET) was used to estimate the reduction in delay that could be achieved by using WakeVAS under non-visual meteorological conditions for the projected air traffic demand in 2010. The model's task load output is being used to inform workforce planning. The committee that developed the report concluded that the model is superior to past models because it takes into account traffic complexity when estimating task load. However, the report recommends that more operational and experimental data on task performance be obtained to establish and validate many key model assumptions, relationships, and parameters.
