Book excerpt: The 1980 Crash Facts shows that 1,045 people were killed and 58,036 injured-in the 116,382 motor vehicle crashes that occurred in Virginia during 1980. Crash Facts estimates that these accidents imposed an economic loss of $90,000,000. The death and injury figures are disaggregated in many ways, but two statistics are missing. First, the economic loss is not divided into its component parts. Rigorous analysis requires that the separate components of economic loss be identified and estimated before they are summed into a single estimate. Second, little attempt is made to describe the severity of the crash victims' injuries. An investigation into these injuries would not only improve the cost estimate, it also would help place the traffic safety problem in the human context of pain and suffering rather than the abstract terms of dollars and cents. This report is an attempt to derive the two missing statistics.

Emphasis has been placed on recording information that was previously not documented. Most of the statewide systems were studied in late 1994, and most of the local systems were studied in early 1995. The scope has been limited to systems that capture, store, and report data on traffic crashes. Statewide systems include those of the Department of Motor Vehicles (DMV), the Department of Transportation (VDOT), the Department of State Police (VSP), the Commission on the Virginia Alcohol Safety Action Program (VASAP), the Office of Emergency Medical Services (OEMS), the Department of Education (DOE), and the Department of Corrections (DOC). Local users such as planning district commissions, a traffic engineering department, and certain representative local law enforcement agencies were also included in the study. Representatives from statewide and local agencies were interviewed concerning how their respective systems processed crash data. Computer printouts, data dictionaries, and other agency-generated information were used in conjunction with the interviews to synthesize descriptions of how data are processed. Virginia's computerized crash records are analyzed from several perspectives. These include the diversity of crash data users and providers, the need for access to crash data, existing documentation of database capabilities, coordination among agencies, sources of duplication of effort, the methods used to collect data, and linkage opportunities. In light of this discussion, recommendations are made to improve crash data utility, accessibility, and accuracy.

Book excerpt: Safety belt usage or non-usage was noted for drivers fatally injured in motor vehicle accidents in Virginia during fiscal year 1974. Data were obtained from FR300 accident report forms and available corresponding medical examiner's reports, and only those drivers in whose motor vehicles safety belts had been installed and whose deaths could be directly attributed to the motor vehicle accident were included in the study. Of the 274 fatalities that were included, 34 (12.4%) were designated as users of safety belts at the time of the accident, and the remaining 240 (87.6%) were classified as nonusers. Although a somewhat greater percentage of Virginia drivers who were users of safety belts were represented among those fatally injured :during FY 1974 (12.4%) than during FY 1973 (8.2%), the difference was not statistically significant. When accident related and demographic variables were examined, significant difference s between users and nonusers were found for such variables as driver's sex, vehicle age, time of day, day of the week, road condition, driver actions, and whether the driver had been drinking. It was found for example, that a greater proportion of males not using safety belts were killed than males using safety belts, and that a greater percentage of nonusers were violating a traffic law at the time of the accident. It was also found that more nonusers than users were drinking at the time of the accident. It was hypothesized that the proportion of safety belt users among fatalities would be the same as that among the general driving population, however, this was not found to be the case.
