While other books have focused on the Israel lobby's influence over the federal government and U.S. foreign policy, there has been little research on Israel lobbying at the state level. Using sensitive documents acquired under Virginia's sunshine law, this book argues that in Virginia the Israel lobby is no longer on the outside, but has now entered state government.The Virginia Israel Advisory Board (VIAB) is presently the only state government entity in the U.S. focused entirely on bringing corporations in from a single foreign country. The book explores how millions in taxpayer and other state funds are quietly being diverted from multiple sources to establish profitable Israeli companies in Virginia. The corporations are involved in military contracting, food and beverage manufacturing, energy generation, waste management and aquaculture. The author analyzes how VIAB projects displace workers and put home-grown market leaders out of business. By unmasking Israeli businesses launching operations that VIAB protects under code-names and opaque shell companies to secretly transact business in Virginia, the book exposes the reason behind some of the secrecy-their extensive business dealings in territory illegally occupied by Israel.The author delves into the establishment of VIAB by the state's Jewish federations, and their continued involvement as VIAB board members, as well as their attempts to rewrite school textbooks and quash through new laws speech critical of Israel. Book excerpt: In the first half of the twentieth century, white elites who dominated Virginia politics sought to increase state control over African Americans and lower-class whites, whom they saw as oversexed and lacking sexual self-restraint. In order to reaffirm the existing political and social order, white politicians legalized eugenic sterilization, increased state efforts to control venereal disease and prostitution, cracked down on interracial marriage, and enacted statewide movie censorship. Providing a detailed picture of the interaction of sexuality, politics, and public policy, Pippa Holloway explores how these measures were passed and enforced. The white elites who sought to expand government's role in regulating sexual behavior had, like most southerners, a tradition of favoring small government, so to justify these new policies, they couched their argument in economic terms: a modern, progressive government could provide optimum conditions for business growth by maintaining a stable social order and a healthy, docile workforce. Holloway's analysis demonstrates that the cultural context that characterized certain populations as sexually dangerous worked in tandem with the political context that denied them the right to vote. This perspective on sexual regulation and the state in Virginia offers further insight into why white elite rule mattered in the development of southern governments.

Book excerpt: The COVID-19 pandemic is transforming the global economy and significantly shifting workforce demand, requiring quick, adaptive responses. The pandemic has revealed the vulnerabilities of many organizations and regional economies, and it has accelerated trends that could lead to significant improvements in productivity, performance, and resilience, which will enable organizations and regions to thrive in the next normal. To explore how communities around the United States are addressing workforce issues laid bare by the COVID-19 pandemic and how they are taking advantage of local opportunities to expand their science, technology, engineering, mathematics, and medicine (STEMM) workforces to position them for success going forward, the Board of Higher Education and Workforce of the National Academies of Sciences, Engineering, and Medicine convened a series of workshops to identify immediate and near-term regional STEMM workforce needs in the wake of the COVID-19 pandemic. The workshop planning committee identified five U.S. cities and their associated metropolitan areas - Birmingham, Alabama; Boston, Massachusetts; Richmond, Virginia; Riverside, California; and Wichita, Kansas - to host workshops highlighting promising practices that communities can use to respond urgently and appropriately to their STEMM workforce needs. A sixth workshop discussed how the lessons learned during the five region-focused workshops could be applied in other communities to meet STEMM workforce needs. This proceedings of a virtual workshop series summarizes the presentations and discussions from the six public workshops that made up the virtual workshop series and highlights the key points raised during the presentations, moderated panel discussions and deliberations, and open discussions among the workshop participants.
