This paper looks at the impact that violent extremist activity has had on citizens in the Sahel epicenter countries of Burkina Faso, Mali, and Niger as well as the periphery countries of Benin, Côte d'Ivoire, Ghana, Guinea, Senegal, the Gambia, and Togo. Using Afrobarometer Round 7 survey data collected in 34 African countries between late 2016 and late 2018, it examines citizens' perceptions of how governments are handling the violence and looks at potential vulnerability factors that may expose West African states to the spread of violent extremist activity, including governance performance, trust in institutions, civil liberties, and ethnic and religious tensions or marginalization."--Page 1.

Extremist organisations represent the fluid and variable nature of conflict systems today and are at the heart of some of Africa's most enduring conflicts. Moreover, the inability of African states to contain the threat of extremism, or of heavy-handed security responses, has led to the loss of thousands of lives, displaced millions, and deeply impacted the continent's democratisation and development goals. This is the second anthology published by Good Governance Africa (GGA) on the topic of extremism and political violence in Africa. Extremisms in Africa, one of the first anthologies of its kind on this topic to be authored - and published - on the African continent, provided an account of how extremist groups arose in Africa and the various ways in which they have harnessed their global agendas to local conflict dynamics and structural challenges, enabling them to exploit the grievances of individuals and communities for their cause. This anthology, Extremisms in Africa Volume 2, looks forward, giving special attention to the ways in which emergent trends, global geopolitics and conflict dynamics merge to impact upon the African continent. To this end, we have sought to engage diverse topics ranging from ecological concerns surrounding climate change and migration, the implications of such human movement for modern-day trafficking and slavery, and the roles of women and youth. State responses to extremisms on the African continent are not uniform; the capacity of individual states to detect/identify, police, investigate and prosecute is highly variable. At the most fundamental level, extremisms are ripe to arise in contexts where governments are failing, especially when democracy is on the wane. This anthology identifies some of the most pressing challenges in addressing extremisms today and provides chapters that could offer actionable policy insights to governments and civil society. Given the nature of Africa's geopolitical landscape, state and security services alone cannot prevent extremism. It will take a 'whole-of-society' approach, where government, civil society, academia, communities, families, and individuals collaborate to better understand the local dynamics of recruitment and radicalisation and develop context-specific strategies in response. This anthology will hopefully provide practitioners with improved insight into some of the key challenges and potential solutions in preventing extremism, while also being of interest to the general reader.

Extremisms in Africa challenges both the efficacy and wisdom of purely militarizsed responses to extremist movements, typified by the Global War on Terror, as well as the cursory replication of international counter-terrorism frameworks promulgated by the United Nations and European Union in Africa. Emphasis is given to the importance of understanding local history, culture, regional geopolitics, among a variety of context-specific factors, to truly understand and thereby effectively address the emergence and spread of extremisms in Africa. As such, it draws on contributions from a range of thematic and regional experts, including security-sector specialists, conflict analysts, journalists, international relations and governance specialists, political scientists, social anthropologists, psychologists and theologians. A diverse range of extremist movements on the continent are examined, from radicalized religious groupings to race-based organizations. These case studies provide in-depth insight into answering why and how these movements came to be, while thematic chapters address issues pertinent to addressing them, such as public perceptions of extremism, methods of recruitment and radicalization among marginalized communities, supporting survivors of extremism and former combatants, strategic approaches to counter-terrorism, the role of governance. This comparative study of Nigeria and Kenya reflects on why insurgency in Kenya has not escalated to full blown terrorism as it has with Boko Haram in Nigeria, in spite of the similarities in relatively weak institutions of governance and colonial legacies across the two countries. The book interrogates the policy and institutional responses that have been put in place in both countries to address security challenges, and the extent of their efficacy in light of the intricate networks of politics, governance, corruption, poverty and violence and the relative fragility of state institutions. The authors highlight the areas of convergence and divergence in institutional capacities and recommend policies to enhance the capacity of institutions to manage violent religious extremism. In these five countries, citizens show a generally mixed response to their respective governments' handling of violent extremism. Public trust in the security sector, particularly the police, is low throughout the region, which may hamper efforts to develop sustainable approaches to addressing violent extremism and insecurity. Many citizens in the region report fearing violence from extremist groups, even where actual incidents have been infrequent, and indicate a willingness to accept government restrictions on certain civil liberties, such as rights to privacy, freedom of movement, and freedom of religion. These findings highlight the need for counter-terrorism policies whose national security objectives do not come at the expense of democratic ideals and good governance."--Pages 1-2.

Book excerpt: An arc of instability stretching across Africa’s Sahel region, an area of strategic interest for the United States and its allies, is plagued by violent extremist organizations (VEOs). These organizations, including Boko Haram, al Qaeda, and other terror groups, have metastasized and present a serious threat to regional stability. Now these VEOs are transitioning. Under sustained pressure from French and regional security forces, and reeling from the loss of senior leaders, many of these groups feel backed into a corner. Despite setbacks, these groups continue to plague the region. To enhance policymakers’ understanding of these threats and how to respond to them, CSIS experts from the Africa Program and Transnational Threats Project conducted field-based and scholarly research examining the broad range of factors at play in the region. This research provides little ground for optimism. Chronic underdevelopment, political alienation, failed governance and corruption, organized crime, and spillover from Libya help foster and sustain violent extremists throughout the Sahel.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.
