Book excerpt: Around the world, we see a 'participatory turn' in the pursuit of gender equality, exemplified by the adoption of gender quotas in national legislatures to promote women's role as decision-makers. We also see a 'pluralism turn', with increasing legal recognition given to the customary law or religious law of minority groups and indigenous peoples. To date, the former trend has primarily benefitted majority women, and the latter has primarily benefitted minority men. Neither has effectively ensured the participation of minority women. In response, multicultural feminists have proposed institutional innovations to strengthen the voice of minority women, both at the state level and in decisions about the interpretation and evolution of cultural and religious practices. This volume explores the connection between gender parity and multicultural feminism, both at the level of theory and in practice. The authors explore a range of cases from Europe, Latin America, the Middle East, and Africa, in relation to state law, customary law, religious law, and indigenous law. While many obstacles remain, and many women continue to suffer from the paradox of multicultural vulnerability, these innovations in theory and practice offer new prospects for reconciling gender equality and pluralism.

Since the democratic transition at the end of the 1990s, Mexico has registered an increase in the intensity and types of violence that have made life in some regions almost unsustainable. The chapters in this volume consider that capitalism, colonialism and patriarchy are interrelated processes that employ the technologies of gender and race as a continuation of the symbolic hegemony that treats feminized and racialized bodies as disposable. Against this background, it becomes necessary to understand from different dimensions the systemic violence against women as well as the processes of articulation between social practices and the permissiveness of the State in the face of aggression. Gender-Based Violence in Mexico mobilizes a dialogue between writings, fields of knowledge, causes and situations as essential tools for the struggle against gender violence. As a situated work that underlines the systematic roots of the violence that keeps women in subaltern positions, the text seeks an insurrection, an uprising of the bodies that invite naming the abject, peripheral and unseen populations of the project of globalized life, woven by the obsession of success and prestige. It presents a counter-conclusion in the manner of a beginning in the desire to elaborate counter-political and counter-pedagogical strategies of non-coercive experiences, where questions and debates are not a sign of belligerence but of vitality and care for the body-territories. Gender-Based Violence in Mexico will appeal to scholars of sociology, criminology, gender and Latin American studies with interests in gendered violence and injustice.

Book excerpt: In 1992, at the end of a twelve-year civil war, El Salvador was poised for a transition to democracy. Yet, after longstanding dominance by a small oligarchy that continually used violence to repress popular resistance, El Salvador’s democracy has proven to be a fragile one, as social ills (poverty chief among them) have given rise to neighborhoods where gang activity now thrives. Mano Dura examines the ways in which the ruling ARENA party used gang violence to solidify political power in the hands of the elite—culminating in draconian “iron fist” antigang policies that undermine human rights while ultimately doing little to address the roots of gang membership. Drawing on extensive ethnographic fieldwork and policy analysis, Mano Dura examines the activities of three nongovernmental organizations (NGOs) that have advocated for more nuanced policies to eradicate gangs and the societal issues that are both a cause and an effect of gang proliferation. While other studies of street gangs have focused on relatively distant countries such as Colombia, Argentina, and Jamaica, Sonja Wolf’s research takes us to a country closer to the United States, where forced deportation has brought with it US gang culture. Charting the limited success of NGOs in influencing El Salvador’s security policies, the book brings to light key contextual aspects—including myopic media coverage and the ironic populist support for ARENA, despite the party’s protection of the elite at the expense of the greater society.
