Book excerpt: Uganda: A Modern History (1981) provides a comprehensive political, social and economic history of Uganda from the beginnings of colonial rule in 1888. It focuses particularly on the development of the Ugandan economy and demonstrates how the economy became structurally dependent on world capitalism during the colonial period and how this has affected its subsequent development. The book also deals with the political and social tendencies which shaped Ugandan society in both the colonial and postcolonial period. The first four chapters examine the initial colonial occupation and the colonial state’s role in the rural nexus of chiefs, peasants and migrant workers. They also look at the colonial state and the context of the wider national, regional and international economy and analyse the African nationalist response and the formation of political parties to take control of the postcolonial state. The second part of the book considers the political alliances and economic strategies of the Obote regime and the events of Amin’s military regime. The epilogue looks at events since the fall of the Amin regime and suggests ways in which Uganda may be able to tackle its underlying economic problems.

Book excerpt: Drawing upon social history, political history, and critical prison studies, this book analyzes how prisons and other instruments of colonial punishment endured after independence and challenges their continued existence. In Carceral Afterlives, Katherine Bruce-Lockhart traces the politics, practices, and lived experiences of incarceration in postcolonial Uganda, focusing on the period between independence in 1962 and the beginning of Yoweri Museveni’s presidency in 1986. During these decades, Ugandans experienced multiple changes of government, widespread state violence, and war, all of which affected the government’s approach to punishment. Bruce-Lockhart analyzes the relationship between the prison system and other sites of confinement—including informal detention spaces known as “safe houses” and wartime camps—and considers other forms of punishment, such as public executions and “disappearance” by state paramilitary organizations. Through archival and personal collections, interviews with Ugandans who lived through these decades, and a range of media sources and memoirs, Bruce-Lockhart examines how carceral systems were imagined and experienced by Ugandans held within, working for, or impacted by them. She shows how Uganda’s postcolonial leaders, especially Milton Obote and Idi Amin, attempted to harness the symbolic, material, and coercive power of prisons in the pursuit of a range of political agendas. She also examines the day-to-day realities of penal spaces and public perceptions of punishment by tracing the experiences of Ugandans who were incarcerated, their family members and friends, prison officers, and other government employees. Furthermore, she shows how the carceral arena was an important site of dissent, examining how those inside and outside of prisons and other spaces of captivity challenged the state’s violent punitive tactics. Using Uganda as a case study, Carceral Afterlives emphasizes how prisons and the wider use of confinement—both as a punishment and as a vehicle for other modes of punishment—remain central to state power in the Global South and North. While scholars have closely analyzed the prison’s expansion through colonial rule and the rise of mass incarceration in the United States, they have largely taken for granted its postcolonial persistence. In contrast, Bruce-Lockhart demonstrates how the prison’s transition from a colonial to a postcolonial institution explains its ubiquity and reveals ways to critique and challenge its ongoing existence. The book thus explores broader questions about the unfinished work of decolonization, the relationship between incarceration and struggles for freedom, and the prison’s enduring yet increasingly contested place in our global institutional landscape.

Simply defined, it means deliberately taking the law into one's own hands. The history of the United States is filled with many examples of "establishment violence." This form of violence was evident when ranchers lynched the cattle rustler and when the early Ku Klux Klan terrorized African Americans back into their "proper position." It is also apparent when urban community groups execute drug pushers and when political parties resort to breaking and entering, electronic surveillance, sabotage, and seduction. Establishment violence is a global phenomenon and not restricted to the United States. In Brazil the Esquadāro da Morte (Death Squad) executes individuals suspected of being habitual criminals. The Protestant B Specials in Northern Ireland abused Catholics. Strong anti-Chinese feelings spawned vigilante groups in Southeast Asia. Other vigilante bands have included the Society of Muslim Brothers in Egypt, the White Hand of Guatemala, the Jewish Defense League, and the Nazi Brown Shirts. Every society that is holding together contains groups that value their place in the system (even if it is modest) and prefer things as they are. If they believe that criminals are escaping punishment because of corruption or leniency, or that people who seek a change in social status and approved values a regaining power, or that the legitimate authorities are unable or unwilling to preserve the present order, they frequently take violent action to defend their position. These are the vigilantes, and this book considers their brand of "establishment violence" in the widest sense. Their goals, tactics, personalities, and place in a country's general political configuration are thoroughly analyzed by the historians, political scientists, sociologists, and psychologists who have contributed to this volume. Part I is devoted to theory and offers a typology of vigilantism; Part II covers vigilante episodes in the United States. Part III places vigilantism in a comparative perspective, with examples from Asia, Africa, and Europe.

Before his election to the ICC, he was Professor of Law at the University of Botswana where he served as Head of the Department of Law for eight years. He also taught law at Makerere University in Uganda and at the University of British Columbia in Canada as Owen Brown Visiting Professor of Law. At the time of his election as Judge of the ICC, he was a List Counsel, a lawyer admitted to represent accused persons and victims before the Court. Whilst at the STL, Judge Nsereko was elected member of the Advisory Committee on Nominations of Judges, which vets candidates and advises States Parties to the Rome Statute on their suitability for election as judges of the ICC. He served on the Committee for six years. He is a distinguished scholar, particularly in the fields of international law, international criminal law and human rights. He is also an advocate and has practised law in Uganda.

This major migration event marked the first time Canada accepted a large group of predominantly Muslim, non-European, non-white refugees. Shezan Muhammedi’s Gifts from Amin documents how these women, children, and men—including doctors, engineers, business leaders, and members of Muhammedi’s own family—responded to the threat in Uganda and rebuilt their lives in Canada. Building on extensive archival research and oral histories, Muhammedi provides a nuanced case study on the relationship between public policy, refugee resettlement, and assimilation tactics in the twentieth century. He demonstrates how displaced peoples adeptly maintain multiple regional, ethnic, and religious identities while negotiating new citizenship.
