Book excerpt: This open access book brings together leading international violence researchers to examine the impact of the coronavirus pandemic on experiences of, and responses to, domestic and family violence. In April 2020 the United Nations predicted that for every three months the COVID-19 lockdowns continued an additional 15 million cases of domestic violence would occur worldwide, termed the "shadow pandemic". Drawing on empirical work situated within an international context, this book presents evidence alongside country specific case studies to provide a global exploration of how women’s insecurity increased during this global health crisis at the same as their access to support services reduced. It provides a timely analysis of the degree to which the pandemic and associated government restrictions impacted on women’s experiences of violence with particular attention to changes in its prevalence and severity, and in system and service responses to women’s help-seeking. In addition, the differential impacts of the pandemic in relation to the experiences of priority cohorts, including violence experienced by children and temporary migrant women is also explored. The key focus is on the nature, extent, and responses to the COVID-19 pandemic on service delivery, accessibility of support, and access to justice for women experiencing domestic and family violence.

The COVID-19 pandemic highlighted and exacerbated pervasive gender inequalities in homes, schools, and workplaces in the developed world and the Global South. Female workers, particularly those from poor or ethnic minority backgrounds, were often the first to lose their jobs amidst unprecedented layoffs and economic uncertainty. National lockdowns and widespread restrictions blurred the boundaries between work and home life and increased the burden of domestic work on women within patriarchal societies. This so-called ‘new normal’ in everyday life also exposed women to increased levels of gender-based violence and the likelihood of contracting COVID-19 due to overcrowding. This edited volume includes contributions from leading applied and clinical sociologists working and living in Asia, Africa, Europe, and the Americas and gives a global overview of the impact of the pandemic on women. Each chapter adopts an applied and clinical sociological approach in analysing gendered vulnerabilities. The volume innovatively uses personal accounts, including narratives, interviews, autoethnographies, and focus group discussions, to explore women’s lived experiences during the pandemic. This edited collection will greatly interest students, academics, and researchers in the humanities and social sciences with an interest in gender and the impact of the COVID-19 pandemic.

For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. For instance, during the lockdown, the violence against women and children has risen within homes. This is despite the fact that during COVID-19, home has emerged as a significant space which could provide safety from the spread of the disease. Countries worldwide have enacted special policies and programs to deal with increasing violence against women in homes during the pandemic. In India, the stakes are high as almost half a billion women stay at risk. Therefore, there is a need to evolve a comprehensive robust response plan to tackle the emerging challenges. The Supreme court recently gave directions regarding the provisions of Shramik trains, food and work among other facilities to the migrant workmen, however, the urgent need is also to permanently notify domestic violence as an `essential service' to ensure that in calamities or otherwise support to women victims remain available round the clock. Also, plans have to be made to support women who walked back while facing adversities. Schemes for compensation and rehabilitation packages are essential to support children who are being orphaned or are facing risk due to the pandemic. Moreover, as the restrictions are being eased down, it is crucial to recognize the link between the consumption of liquor by men and its proportionality to the incidences of abuse against women as been highlighted by several anti-arrack movements led earlier. While dealing with the virus, it is vital that all other existing ailments that this pandemic is fueling, be taken care of, such as patriarchy, discrimination, poverty, inequalities among others which are adversely affecting the society. Scientists will find the treatment for coronavirus, but for all other anathemas, the society has to find a permanent cure. Article 21 of the constitution guarantees life with dignity. But the fact remains that domestic violence existed earlier and is increasing during the pandemic denying women their basic survival. Unless the state holds perpetrators accountable, it is not going to disappear. A campaign to spread a strong message that there is a zero-tolerance for violence against women is essential. In the long term, the need is to address entrenched structural discrimination in order to eliminate patriarchy and to restore the right to dignified life for every person. In the post-COVID world, the society needs to isolate the patriarchal notions and quarantine the misogyny to reimagine the violence-free gender-just world.

Book excerpt: Long before COVID-19, women, including trans women, and girls and LGBTQIA+ people were already facing an equally devastating but largely ignored pandemic. Gender-based violence (GBV) is among the most common causes of death, injury, and mental and emotional suffering globally, one of the world's most widespread violations of human rights and a lethal global health crisis. 1 in 3 women - around 736 million - will experience physical or sexual violence by an intimate partner or sexual violence from a non-partner across their lifetime. Globally, the prevalence of violence against women and girls by an intimate partner in 2018 was higher than the prevalence of COVID-19 in the past 12 months, throwing into sharp relief the disparity in attention and resources each crisis has received. Coronavirus has devastated efforts to prevent and respond to GBV and catalyzed an explosion in global GBV case numbers. Data from ten countries shows calls to domestic violence or GBV helplines increased by 25 to 111% in the first months of the pandemic as women, including trans women, and girls and LGBTQIA+ people were isolated with their abusers and cut off from social networks and essential and life-saving services. While 146 UN member states and observers have declared support for prioritizing efforts to address violence against women in national coronavirus response plans, few have followed through, and globally GBV accounted for just 0.0002% of $26.7 trillion in coronavirus response funding opportunities. In this paper, we will explore the impact of coronavirus on victims and survivors of GBV, consider the implications of a continued failure to respond, and call for a stronger link to be made between efforts to recover from COVID-19 and efforts to end the less recognized but equally devastating GBV pandemic.
