Book excerpt: Spatial planning has embraced the idea of dealing with territorial inequalities by focusing on equipment logic on a national scale, and then economic development on a local scale. Today, this issue is creating new angles of debate with strong political resonances (e.g. Brexit, French gilets jaunes movement). Interpretations of these movements are often quick and binary, such as: the contrast between metropolises and peripheries, between cities and the countryside, between the north and the south or between the east and the west of the European Union. Territorial Inequalities sheds light on the social, political and operational implications of these divergences. The chapters cover the subject at different scales of action and observation (from the neighborhood to the world), but also according to their interdependences. To deal with such a vast and ambitious theme, the preferred approach is that of territorial development in terms of public policy, namely spatial planning.

Book excerpt: In both countries, France and Germany, there is great pressure to change and adapt towards new forms of urbanity and to conceive new strategic approaches with limited public finance and a need for economic efficiency. Not all types of urban areas are equally affected by these issues. The book aims to do justice to this situation, considering in both cases the context of the national urban systems. As it proved impossible to address all the topics relevant to the spatial development of urban and rural areas, the authors decided to concentrate on a number of important topical themes which are undoubtedly relevant in both countries, albeit in different ways, and which could be significant for a comparison. The focus is thus on issues related to metropolises, small and medium-sized towns and particularly current issues of urbanity, sustainability, Smart Cities, transport and mobility, and the role of cross-border urban development. The structure of the chapters is conceived in these terms. Besides scientific and theoretical approaches, the authors also consider the practical planning perspective and methodological aspects of the topic at hand. They mainly address three relevant factors: the differences between the two institutional systems, the development paths and historical constants, and how new challenges are addressed on both sides of the border.

Lefebvre’s ideal of the “right to the city” is now more widely accepted given today’s current cultural and social situation. Most current research on Henri Lefebvre refers solely to his ideas and their theoretical discussion, without focusing on the empirical transcription of the philosopher. This book fills this gap, and proposes examples about the empirical use of Henri Lefebvre’s sociology from the perspective of different cities and researchers in order to understand the city and its evolutions in the context of neoliberal globalization. The book’s main purpose is to revisit Lefebvre’s still-relevant key concepts to propose new comprehensions of the contemporary city. Case studies in this book will show also that the reception of Lefebvrian concepts differs across different contexts, depending on the social and political circumstances of each country.
