Book excerpt: According to the final declaration of the 1954 Geneva Conference regarding Vietnam, general elections were to be held in July 1956 that would lead to the reunification of North and South Vietnam. The Geneva Agreement, however, was doomed from the start, as the South Vietnamese leaders did not suscribe to it and the leaders of the Communist North saw its value as primarily a propaganda tool. By 1956 it was obvious to all that reunification in accordance with the agreement was impossible, and the North Vietnamese looked to China for advice and assistance. Based on Vietnamese, Chinese, American and British sources--many only recently made available--this work examines Sino-Vietnamese relations in the early stages of the second Indochina conflict. The progression of the Vietnamese Communists' goals from primarily political to essentially military is traced. The book shows that the Hanoi government was remarkably in control of its own decision-making.

Book excerpt: This thesis attempts to study the relationship between the Vietnamese communists and China between January 1956 and Summer 1962. It is the first book-length study of Sino-Vietnamese relations during those years. Its principle contribution will be to reconstruct the events as they unfolded in IndoChina and to provide a glimpse of the patterns of decision-making on the communist side of the Vietnam War. Every effort is made to keep in perspective the constant interaction of domestic politics, the role of individual leaders and political factions in both Hanoi and Beijing, and the changing international conditions which impinged on both countries. 1956 was the beginning of a new stage of the Vietnamese struggle for the unification of the country. The years from 1956 to 1962 saw the progression of the Vietnamese communists' struggle from one which was essentially political in nature to one which incorporated armed struggle, and finally in 1959 when armed struggle began to take on a more predominant role. By the summer of 1962, the Chinese were committed to assisting the Vietnamese communists' struggle in the South. This study makes use of Vietnamese, Chinese, British and American sources, many of which were then either not available or have not yet been fully exploited by the earlier scholars. These comprise new Vietnamese source materials and in particular, the second volume of the Lich Su Quan Doi Nhan Dan Viet Nam ([Official] History of the Vietnamese People's Army (VPA)); newly available Chinese source materials; first-person accounts and memoirs of those who in one way or another had been involved in the diplomacy of the 50s and 60s; communist sources monitored and translated by the British Broadcasting Corporation (BBC) known as the Summary of world Broadcasts (SUB); the British Foreign Office General Political Correspondence (FO 371); the Confidential United States State Department Central Files; the United States State Department's Foreign Relations of the United States (FRUS) series; and United States intelligence reports and captured communist documents.

While it is generally known that all three countries supported the US war effort in Vietnam, it reveals the motivations behind the decisions of the decision makers, the twists and turns and the nuances in the attitudes of Jakarta, Kuala Lumpur and Singapore following the development of the war from the 1950s through to its end in 1975. Although the principal focus is the three supposedly non-aligned countries - Indonesia, Malaysia and Singapore, the perspectives of Thailand and the Philippines - the two Southeast Asian countries which were formally allied with the United States - are discussed at the appropriate junctures. It makes an original contribution to the gradually growing literature on the international history of the Vietnam War and furthers our knowledge of the diplomatic history of Indonesia, Malaysia and Singapore in the early independent years, 1945/1949, 1957 and 1965 respectively, which coincided with early years of the Cold War in Southeast Asia.

Book excerpt: Based on extensive research in the Russian archives, this book examines the Soviet approach to the Vietnam conflict between the 1954 Geneva conference on Indochina and late 1963, when the overthrow of the South Vietnamese president Ngo Dinh Diem and the assassination of John F. Kennedy radically transformed the conflict. The author finds that the USSR attributed no geostrategic importance to Indochina and did not want the crisis there to disrupt détente. The Russians had high hopes that the Geneva accords would bring years of peace in the region. Gradually disillusioned, they tried to strengthen North Vietnam, but would not support unification of North and South. By the early 1960s, however, they felt obliged to counter the American embrace of an aggressively anti-Communist regime in South Vietnam and the hostility of its former ally, the People's Republic of China. Finally, Moscow decided to disengage from Vietnam, disappointed that its efforts to avert an international crisis there had failed.

It was not until recently, however, that newly available international archival materials, as well as documents from China, have indicated the true extent and level of Chinese participation in the conflict of Vietnam. For the first time in the English language, this book offers an overview of the operations and combat experience of more than 430,000 Chinese troops in Indochina from 1968-73. The Chinese Communist story from the "other side of the hill" explores one of the missing pieces to the historiography of the Vietnam War. The book covers the chronological development and Chinese decision-making by examining Beijing's intentions, security concerns, and major reasons for entering Vietnam to fight against the U.S. armed forces. It explains why China launched a nationwide movement, in Mao Zedong's words, to "assist Vietnam and resist America" in 1965-72. It details PLA foreign war preparation, training, battle planning and execution, tactical decisions, combat problem solving, political indoctrination, and performance evaluations through the Vietnam War. International Communist forces, technology, and logistics proved to be the decisive edge that enabled North Vietnam to survive the U.S. Rolling Thunder bombing campaign and helped the Viet Cong defeat South Vietnam. Chinese and Russian support prolonged the war, making it impossible for the United States to win. With Russian technology and massive Chinese intervention, the NVA and NLF could function on both conventional and unconventional levels, which the American military was not fully prepared to face. Nevertheless, the Vietnam War seriously tested the limits of the communist alliance. Rather than improving Sino-Soviet relations, aid to North Vietnam created a new competition as each communist power attempted to control Southeast Asian communist movement. China shifted its defense and national security concerns from the U.S. to the Soviet Union.

In examining China's conduct toward Vietnam, Zhai provides important insights into Mao Zedong's foreign policy and the ideological and geopolitical motives behind it. Throughout the 1950s and 1960s, he shows, Mao considered the United States the primary threat to the security of the recent Communist victory in China and therefore saw support for Ho Chi Minh as a good way to weaken American influence in Southeast Asia. In the late 1960s and 1970s, however, when Mao perceived a greater threat from the Soviet Union, he began to adjust his policies and encourage the North Vietnamese to accept a peace agreement with the United States.

As a communist state bordering Vietnam, China actively facilitated the transformation of Ho Chi Minh's army from a small, loosely organized, poorly equipped guerrilla force in the 1940s into a formidable, well-trained professional army capable of defeating first the French (1946–1954) and then the Americans (1963–1973). Even after the signing of the Geneva Peace Agreement, China continued to aggressively support Vietnam. Between 1955 and 1963, Chinese military aid totaled $106 million and these massive contributions enabled Ho Chi Minh to build up a strong conventional force. After 1964, China increased its aid and provided approximately $20 billion more in military and economic aid to Vietnam. Western strategists and historians have long speculated about the extent of China's involvement in Vietnam, but it was not until recently that newly available archival materials revealed the true extent of China's influence—its level of military assistance training, strategic advising, and monetary means during the war. This illuminating study answers questions about China's intention, objective, strategy, and operations of its involvement in the Vietnam Wars.
