Book excerpt: [Includes 13 charts, and 46 illustrations] This book forms part of the “Vietnam Studies” series produced by various senior commanders who had served in the U.S. Army during the Vietnam War; each officer was chosen for their knowledge of the number of specialized subjects that were covered by the series. The challenge facing the General McChristian in 1965 was exceptionally daunting, as deputy head of General Westmoreland’s Intelligence section his orders were clear he was told that he must "Find the enemy!". A daunting task in a country filled with insurgents, uniformed enemy using other countries to move toward their targets, double agents, spies and a South Vietnamese Intelligence service to be integrated into his plans. As he himself put it: “I knew that finding the enemy was only part of the challenge. Our soldiers would have to fix and fight him. They would need to know enemy strength, capabilities, and vulnerabilities as well as information on the weather and terrain. Such intelligence had to be timely, accurate, adequate, and usable. It was to be my job to build an organization to meet that challenge.” It is remarkable that he achieved a good measure of success in his task in only two years in a country with so many endemic issues, and even more so that he was able to distil his story and of his department in to this detailed but very readable exposition of the Intelligence services in Vietnam. A complex and engaging study of a very difficult job done well.

Indeed, the helicopter’s first significant trials in combat took place during the Algerian War 1954-1962, the Vietnam War 1955-1975, and the Soviet-Afghan War 1979-1989. During these wars, French, U.S., and Soviet militaries used significant numbers of helicopters to fight insurgents and guerrillas, and each country lost their respective conflict. As conventional organizations, these militaries used helicopters to seek military dominance, often blind to or in spite of politico-strategic goals like legitimacy. The helicopter’s firepower and mobility tactically decimated insurgents, but the nature of irregular warfare rendered tactical dominance indecisive. Helicopters were indecisive or bad at enabling legitimacy, population control, and isolation, key tenets of successful COIN. Convinced that helicopter enabled military dominance could win, the French, U.S., and Soviet militaries were unable to balance the pursuit of military and politically objectives. Airmobility distracted leaders from focusing on the political aspects of counter-insurgency.

Book excerpt: This book utilizes select elements of operational art from ADRP 3-0 to examine how General Lewis Walt employed operational art as the III Marine Amphibious Force (III MAF) commander in Vietnam from June 1965-June 1967. This book addresses a significant shortfall in literature focused on Corps-level operational commanders during the Vietnam War. In combat, III MAF faced a hybrid threat of North Vietnamese regular forces and entrenched Viet Cong main force and guerrilla units. Apart from the significant challenges of combat operations, General Walt found himself confronted by vague and restricting U.S. policy, ineffective U.S. and South Vietnamese civilian and governmental agencies, a complex South Vietnamese civilian and military operating environment, and competing warfighting strategies and interservice rivalries between his U.S. Army combat chain-of-command and internal Marine Corps leadership. Despite these challenges, Walt developed and executed an effective operational approach which addressed substantial enemy threats while supporting the government of South Vietnam and its military forces.
