To date, near universal electrification has been achieved, and the industrial, commercial, and residential sectors benefit from increasingly reliable electricity and gas supply. By early 2018, 99.9 percent of the country's communes and 99 percent of its rural households were connected to the grid. Both EVN and PVN, the state-owned electricity and gas utilities, are operationally and technically strong. Vietnam has a hydropower system, claiming 38 percent of installed capacity in 2017, followed by coal (34 percent) and natural gas (18 percent). Future investment requirements in generation are huge, and the country is expected to increase generation capacity from the current 42 GW to 100 GW by 2030. Because mostdomestic hydropower resources have already been developed, and to reduce the planned scale-up of coal-fired power generation, Vietnam has established renewables targets for solar and wind (18 GW by 2030). Starting in 1995, PVN, jointly with international oil and gas companies, developed large-scale gas fields in offshore central and southern Vietnam. In 2017, total offshore gas production was about 10 bcm, mostly destined for gas-to-power. PVN is one of the most significant enterprises operating in the Vietnamese economy, accounting for about 20 percent of national GDP and contributing to 20-30 percent of state budget revenues. To improve the efficiency of the gas and power sector, the government has embarked on introducing competition in those sectors. Electricity liberalization started in 2004 with the unbundling of EVN, the establishment of a regulator, and the introduction of a competitive generation market to ensure long-term sustainability of the power supply. The wholesale electricity market will be fully operational by 2021, allowing large eligible consumers to contract directly with power generators. The government is embarking on a similar liberalization process for gas, is currently preparing a relevant restructuring roadmap for PVN, and introducing a legal and regulatory framework for promoting LNG development, especially for gas-to-power.

This study discusses the first of these issues, though inevitably there is some overlap. The study has four specific objectives: (1) to inform decisions about technology choices; (2) to inform decisions on energy and energy sector policy; (3) to inform the energy sector planning process; and (4) to inform the internal discussion within the Bank on how Vietnam's energy sector development can be assisted.

This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

The country is therefore pursuing strategies for green transformations, which are the processes of restructuring to bring economies and societies within the planetary boundaries. This article addresses the opportunities, barriers, and trade-offs for green transformations in Vietnam's energy sector and examines them from an energy justice perspective. The article draws on in-depths expert interviews with representatives from government agencies, private firms, academic institutions, and multilateral institutions in Vietnam. The article finds that Vietnam is undergoing efforts to move away from business as usual by promoting renewable energy and energy efficiency, as well as aligning energy and climate plans with national development priorities such as energy security and economic growth. Yet there is a need for more coordinated, integrated approaches and policies that span across the 3 areas that address green transformations in Vietnam: green growth, sustainable development, and climate change. Finally, although key actors seem to be aware and may be critical of major trade-offs such as land grabs for energy projects, the impacts on affected people need to be better understood and mitigated.

Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures
