Book excerpt: Within the last twenty years a large-scale bottom-up privatization has taken place in Vietnam, changing and dismantling the public health care system. This process has led to severe tensions inherent in the transitional society of Vietnam between equity and access to health care support - especially for the poor, elderly, migrants, and ethnic minorities - on the one hand, and its efficiency on the other hand. The book traces the reform efforts to modernize the health care system by the Communist Party of Vietnam and the Vietnamese government. The author bases her findings on little known primary literature and interviews with key stakeholders of the policy network involved in the reform of the health care system, thereby painting an authentic atmospheric picture of the profound changes in the health care system in Vietnam.

It was prepared jointly with the Agence Française de Développement (AFD), and it is part of a series of studies being prepared by the Southeast Asia Department of the Asian Development Bank (ADB). The study sets out the development strategy context for PPPs, reviews the enabling environment, and provides a gap analysis of current arrangements relative to international best practices. The analysis considers arrangements that can be put in place at the national and subnational levels, and identifies areas where AFD and ADB could provide assistance. The preparation of this assessment is an integral part of ADB's planning process to ensure coordination between the government’s priorities and those of ADB, especially as regards ADB's Strategy 2020 and the PPP Operational Plan.

This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

Some 70 countries have already elaborated them in response to World Bank and bilateral aid agency requirements. This book presents detailed, field-level research on the application of PRSs in three countries: Tanzania, Vietnam and Honduras It describes the changing relations between the governments of these countries, donor agencies, and civic organizations that have taken part in formulating the new generation of PRSs. Poverty Reduction Strategies run up against a central paradox: in giving decisive policymaking powers to external agencies, the very process of drawing up development strategies to prioritise reducing poverty can gravely undermine the consolidation of democratic forces, structures and ideas in developing countries.
