However, emerging market forces within Vietnam, as well as examples and competition from its economically vibrant neighbors, raise important new challenges for the countrys education and training (E&T) system. The government of Vietnam has set ambitious targets for increasing enrollments in E&T institutions, but one question remains unanswered: What policies are required to ensure that an expanded E&T system will give its graduates the knowledge, skills, and attitudes demanded by private sector employers and critical to the smooth functioning of a leaner public sector in the futureNULL This study attempts to answer the question and thereby assist education policymakers in Vietnam in making equitable and efficient choices. The report is divided into six chapters. The first two chapters set the general context for a consideration of E&T costs and financing in Vietnam and explain how the system is presently organized and managed. The third and fourth chapters assess the current financing system, including the state budget and other sources of public funding, and calculate the cost per student-year and the cost per graduate at each level. Chapter 5 examines the social rates of return and the cost burdens for different groups within the country. The final chapter looks ahead to the next decade and draws lessons from other countries.

In the 1990s and early 2000s Vietnam experienced rapid economic growth and poverty reduction in the wake of a rapid shift of employment from low-productivity agriculture to higher-productivity nonfarm jobs. Vietnam's committed effort to promote access to quality primary education for all has enabled this transformation and contributed to the country's reputation for having a young, well-educated work force. Skilling Up Vietnam argues that to continue its success story, Vietnam needs to renew its focus on education: not just expanding attainment, but equipping its workforce with the right skills will be needed to foster to Vietnam's continued economic modernization in the coming decade and more. Despite the evidence of impressive basic literacy and numeracy achievements among Vietnamese youth and workers presented in this book, many Vietnamese businesses report that a significant obstacle to their activity is the shortage of workers with adequate skills. Drawing on a survey of employers in urban areas, the book finds that, in addition to job-specific skills, Vietnamese employers value cognitive skills, such as problem solving and critical thinking, and behavioral skills, such as team work and communication. Reorienting Vietnam's education system toward teaching these types of skills will help prepare Vietnamese workers for a modern market economy. Skilling Up Vietnam proposes a three-step holistic skills strategy that looks at today's workforce as much as the future workforce. Bangladesh’s ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. This includes one of its greatest development challenges: to provide gainful employment to the over 2 million people that will join the labor force each year over the next decade. Moreover, only 54.1 million of its 94 million working age people are employed. Bangladesh needs to use its labor endowment even more intensively to increase growth and, in turn, to absorb the incoming labor. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags ; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government’s reform efforts. This second volume provides in-depth analysis across seven cross-cutting themes that underpin most of the findings of pillars 1 and 2 above.
