Economic growth of nearly 8% yearly benefited the poor and reduced poverty from 61% in 1993 to 37% in 1998. The proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40% of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. A print on demand report.

Book excerpt: This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region--is part of a larger effort in the region to help governments move toward outcome-based planning for poverty reduction.

Fiscal trends have been positive, both in terms of revenue collection and expenditure outturns, resulting in a sustainable fiscal balance. Nevertheless, a number of threats to fiscal sustainability exist, and require attention over the coming years. The Government should restrict further off-budget bond issuance, channeling all Government borrowing through the budget. It should take urgent action to resolve the current expenditure arrears, largely associated with public investment in the transport and agriculture sectors-and prevent their further build up. It should strengthen arrangements for the monitoring, and management of fiscal risk, initially with better recording of domestic debt and credit, through the Development Assistance Fund (DAF). It should rapidly implement the plan to prepare a realistic and sustainable Medium-Term Fiscal Framework (MTFF) as part of every budget cycle. On reviewing the composition of public expenditure, the report states that the shares in total capital spending and total aggregate expenditure of Education and Training, and of Science and Technology, have increased significantly over the review period. Successful efforts have been made to make the transfer of resources between provinces more pro-poor, resulting in an inter-provincial transfer and revenue sharing formula, which indeed benefits poorer provinces. However, non-wage operations and maintenance expenditure fell to by 2002, while the share of capital expenditure (including major repairs) increased somehow. It is necessary to take urgent action to address an imminent maintenance crisis, and strike a balance between capital and recurrent spending. Moreover, regarding institutional aspects, further reforms are required. Efforts are required to strengthen joint working between the Finance and Planning functions at every level. The Ministry of Planning and Investment (MPI) and the Ministry of Finance (MOF) should collaborate actively with sector ministries, and provinces in the preparation of Medium-Term Expenditure Frameworks (MTEFs), building on the experience, and success of sectoral pilot...
