Book excerpt: Despite a sizable population and modest status as a low middle-income country, Vietnam has recorded a low COVID-19 fatality rate that rivals those of richer countries with far larger spending on health. We offer an early review of the emerging literatures in public health and economics on the pandemic effects in Vietnam, with a specific focus on vulnerable population groups. Our review suggests that vulnerable workers were at more health risks than the general population. The pandemic reduced household income, increased the poverty rate, and worsened wage equality. It increased the proportion of below-minimum wage workers by 2.5 percentage points (i.e., 32 percent increase). While government policy responses were generally regarded as effective, the public support for these responses was essential for this success, particularly where there were stronger public participation in the political process. Our review also indicates the need for a social protection database to identify the poor and the informal workers to further enhance targeting efforts. Finally, we suggest future directions for research in the Vietnamese context.

Since the country's transition to a “market economy with socialist orientation” in the mid-1980s, however, some of these achievements have been reversed as the “renovation” of national systems for welfare and health leaves gaps in the social safety net. A series of cholera outbreaks that spread through Northern Vietnam in 2007-2010 revealed the paradoxes, contradictions, and challenges that Vietnam faces in its post-transition period. This book presents an anthropological analysis of the political, economic, and infrastructural inputs to these epidemics and suggests how the most commonly repeated accounts of disease spread misdirected public attention and suppressed awareness of risk factors in Vietnam's capital. Drawing a parallel to the experience of novel coronavirus in Asia and beyond, this book reflects on how political priorities, economic forces, and cultural struggles influence the experience and the epidemiology of infectious disease.

Book excerpt: The study aims to understand the impact of COVID-19 on citizens' livelihoods, the accessibility and effectiveness of the Government's relief packages, and public confidence and trust in the government responses to the pandemic. The study reveals several important findings as follows. First, the government responses to contain the COVID-19 outbreak have proved to be swift and effective, according to citizens surveyed. This is evident in the respondents' high consensus of strong support for government policy and actions to contain the pandemic. Importantly, people who have positive experiences with their provincial performance in governance and public administration were more supportive of the government's responses during the pandemic. Second, despite such government and citizen responses, the COVID-19 pandemic has generated negative impacts on the Vietnamese citizens and the national economy as a whole. The survey findings reveal that 24 percent of the respondents reported job losses because of the pandemic. These are also 65 percent of the respondents reporting income loss. Third, the findings of the survey reaffirm an overall positive feedback from citizens of and experience with the government's support package. People who received supports from the package were more likely to support the government's responses to the COVID-19 pandemic.

Book excerpt: This study explores the impact of COVID-19 and how Vietnamese citizens perceived and experienced measures adopted by central and local governments to contain the CVODI-19 pandemic in 2021. In general, the COVID-19 pandemic had a more severe impact in 2021 than in 2020. Citizens showed great concern about their children's education (76 percent) and their personal health (68 percent). COVID-19 negatively impacted employment and income, with 77 percent of the respondents reporting income reduction due to the pandemic. The poor, ethnic minorities, unskilled, non-farm workers, and those working in the service sector or living in provinces with longer lockdowns were the most likely to suffer. Compared with 2020, in 2021, respondents showed a high but declining positive assessment of government performance in dealing with the pandemic, with 84 percent of the respondents rating the responses from the Central Government as good or very good (97 percent in 2020), 89 percent rating the response from their provincial governments' responses as good or very good (94 percent in 2020). Only 13 percent of the respondents received support from the Government's package. However, ethnic minorities, female, poorer and rural respondents were less likely to receive the support. For the support recipients, delivery was regarded as timely and transparent, but administrative procedures to get access to the package were not simple. Meanwhile, support from non-governmental organizations (NGOs), social organizations, charity foundations, and individuals was distributed more efficiently, with 25 percent of the respondents receiving support from these sources.
