Book excerpt: This research report examines the Phoenix/Phung Hoang Program that exists in Vietnam today, and assesses its ability to perform its mission in the future. The assessment is based on a comparison of the measures used to bring the Malayan Emergency to a successful conclusion, with the measures now being used in the Phoenix/Phung Hoang Program to neutralize the Viet Cong Infrastructure. The report concludes that while there are many similarities between the two insurgencies, there are important differences. A significant difference that is germane to this report is that the attack on the Viet Cong Infrastructure was begun very late in the war. However, it concludes that the attack on the VCI, once launched, has been reasonably effective. Furthermore, the report concludes that, in order to meet the needs of the future, the Phung Hoang organization should be placed under greater National Police aegis and the US advisory effort should be continued, but accomplished by US FBI trained advisors.
