Book excerpt: The Virginia Department of Transportation, like many other transportation agencies, has invested significantly in extensive closed circuit television (CCTV) systems to monitor freeways in urban areas. Although these systems have proven very effective in supporting incident management, they do not support the collection of quantitative measures of traffic conditions. Rather, they simply provide a moveable platform for trained operators to collect images for further interpretation. Although there are several video image vehicle detection systems (VIVDS) on the market that have the capability to derive traffic measures from video imagery automatically, these systems currently require the installation of fixed-position cameras. Thus, they have not been integrated with the existing moveable CCTV cameras. This research effort addressed VIVDS camera repositioning and calibration challenges and developed a prototype machine-vision system that successfully integrates existing moveable CCTV cameras with VIVDS. Results of testing the prototype in a laboratory setting demonstrated that when the camera's original zoom level was at a level of 1x to 1.5x, the system could return the camera to its original position with a repositioning accuracy of less than 0.03 to0.1 degree. This is significantly less that the 0.5-degree accuracy of mechanical camera presets and indicates that such an approach provides the accuracy needed for CCTV/VIVDS integration. This level of positional accuracy, when combined with a VIVDS, resulted in vehicle count errors of less than 1%. Based on these results, the integration of CCTV and VIVDS is feasible, thus paving the way for less costly, more easily maintained traffic monitoring systems in future intelligent transportation system initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: A video image detection system (VIDS) is an advanced wide-area traffic monitoring system that processes input from a video camera. The Autoscope VIDS coupled with an information management system was selected as the monitoring device because testing had shown it to be the most advanced system available with respect to performance, reliability, and accuracy. The purpose of this project was to evaluate the capabilities of the VIDS. The primary objective was to assess the performance of the VIDS for incident detection, and a secondary objective was to examine its capability to monitor traffic. Existing hardware was to be used for the VIDS as much as possible in order to fit the VIDS into the existing TMS Center operations and to minimize additional costs. Based on an evaluation that focused on traffic monitoring, the VIDS performed unsatisfactorily at two sites and satisfactorily at a third site. The location of the video camera relative to the monitoring site, which is critical to effective operations of the VIDS, was the major cause of the unsatisfactory performance. The primary objective was not achieved. The potential for using the Autoscope at existing camera locations in Northern Virginia is limited. Based on the performance of the Autoscope at the Woodrow Wilson Bridge, it was concluded that it is difficult to accurately return an Autoscope camera to its monitoring position after it is moved for surveillance. A dedicated camera is necessary for the VIDS. Recommendations were made for the use of the VIDS and for project planning and contract administration for future projects of this nature.

Book excerpt: The TFVC system was developed in collaboration with the New York State Department of Transportation, the Federal Highway Administration, and the U.S. Air Force Research Laboratory. It is a video-camera-based, wide-area, traffic surveillance and detection system that provides real-time traffic information to traffic management center operators. The TFVC system uses a unique method of video sensing which automatically detects traffic patterns present in a captured traffic scene. This approach begins with a video image which is obtained from the output of an off-the-shelf video camera. Image processing algorithms verify traffic lanes and begin to extract traffic data, in real-time, from the live video. Vehicle count, flow speed, headway, queue length and occupancy are some of the information that can be collected. The processed traffic data is then sent to a control center for further analysis and used by traffic operators attempting to analyze traffic on the highway.
