Book excerpt: "The Transformation of Urban Liberalism" re-evaluates the dramatic and turbulent political decade following the 'Third Reform Act', and questions whether the Liberal Party's political heartlands - the urban boroughs - really were in decline. In contrast to some recent studies, it does not see electoral reform, the Irish Home Rule crisis and the challenge of socialism as representing a fundamental threat to the integrity of the party. Instead this book illustrates, using parallel case studies, how the party gradually began to transform into a social democratic organisation through a re-evaluation of its role and policy direction. This process was not one directed from the centre - despite the important personalities of Gladstone and Rosebery - but rather one heavily influenced by 'grass roots politics'. Consequently, it suggests that late Victorian politics was more democratic and open than sometimes thought, with leading urban politicians forced to respond to the demands of party activists. Changes in the structure of urban rule produced new policy outcomes and brought new collectivist forms of New Liberalism onto the political agenda. Thus, it is argued that without the political transformations of the decade 1885-1895, the radical liberal governments of the Edwardian era would not have been possible.

Its antiquated administrative system led to repeated crises as the population doubled within a few decades and reached more than two million in the 1840s. Essential services such as sanitation, water supply, street paving and lighting, relief of the poor, and maintenance of the peace were managed by the vestries of ninety-odd parishes or precincts plus divers ad hoc authorities or commissions. In 1855, with the establishment of the Metropolitan Board of Works, the groundwork began to be laid for a rational municipal government. Owen tells in absorbing detail the story of the operations of the Metropolitan Board of Works, its political and other problems, and its limited but significant accomplishments--including the laying down of 83 miles of sewers and the building of the Thames Embankments--before it was replaced in 1889 by the London County Council. Book excerpt: The majority of the world's population is now urban, and for most this will mean a life lived in the suburbs. City Suburbs considers contemporary Anglo-American suburbia, drawing on research in outer London it looks at life on the edge of a world city from the perspective of residents. Interpreted through Bourdieu's theory of practice it argues that the contemporary suburban life is one where place and participation are, in combination, strong determinants of the suburban experience. From this perspective suburbia is better seen as a process, an on-going practice of the suburban which is influenced but not determined by the history of suburban development. How residents engage with the city and the legacy of particular places combine powerfully to produce very different experiences across outer London. In some cases suburban residents are able to combine the benefits of the city and their residential location to their advantage but in marginal middle-class areas the relationship with the city is more circumspect as the city represents more threat than opportunity. The importance of this relational experience with the city informs a call to integrate more fully the suburbs into studies of the city.

In particular the author argues that the assumption that the United States economy was the unmoved mover in the fluctuations of the international economy between 1860 and 1913 is incorrect. He presents evidence on regional housebuilding cycles in nineteenth-century Britain and shows that the British cycle was inverse to the American, and that both were primarily determined by demographic factors. From the mid-nineteenth century, Professor Thomas concludes, the countries of new settlement - America, Canada, Argentina and Australia - experienced long swings in urban development opposite in timing to those in Britain, the principal suppliers of funds. The result was a converse pattern of capital formation and export upsurges in Britain and her overseas borrowers. This book was first published in 1972.
