This report presents an audit of BC Transit in two parts, the first assessing the corporation's degree of success in maximizing the productivity of its bus operators and in measuring the results achieved, and the second assessing how well the corporation is succeeding at being market-focused. Issues examined include operator scheduling, attendance management, daily dispatch operations management, the setting of expectations for operator efficiency, preparation for labour contract negotiations, marketing strategies, organization of market-related functions, and marketing research approaches. Recommendations for improvements are included along with BC Transit's responses.

Book excerpt: While local governments recognize that the level of provincial support for public transit in British Columbia is unmatched in the rest of Canada, they have legitimate concerns about the state of their relationship with BC Transit, including the nature of the partnership to deliver service, the level of communications and the degree of accountability. [...] The Panel was also asked to identify the pros and cons of transferring the roles and responsibilities of the Victoria Regional Transit System to the Capital Regional District. [...] The Board consists of seven members, four of which are elected local government representatives (two from the Victoria Regional Transit Commission and two from other regions/municipalities) and three at-large directors.12 The governance of BC Transit was recently reviewed by the BC Auditor General, which made several recommendations regarding the structure and operation of the BC Transit Board.13 [...] The AOA establishes the budget and revenue expectations for the year, the fares charged, and specifies the services to be provided to the community. [...] The MOA outlines the roles and responsibilities of the parties and contains the bulk of the requirements of the operating company in delivering transit services and includes such elements as risk management, environmental protection, insurance, reporting requirements, 11-Under the Act, appointments are made by the Lieutenant Governor in Council which in practice is a decision of the BC Executive C.
