Download or read book Veterans Disability Benefits Opportunities Remain for Improving Accountability for and Access to Benefits Delivery at Discharge Program written by Daniel Bertoni and published by DIANE Publishing Inc.. This book was released on 2011 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. Through the Benefits Delivery at Discharge (BDD) program, the VA collaborates with DoD to streamline access to vets' disability benefits by allowing some servicemembers to file a claim and undergo a single exam process prior to discharge. BDD is designed for servicemembers with conditions that, while disabling, do not generally prevent them from performing their military duties. This program can shorten the time it takes for vets to receive benefits by several months. This statement identifies ways VA and DoD could improve these programs for transitioning servicemembers. It examined: (1) VA efforts to manage the BDD program; and (2) how VA and DoD are addressing challenges servicemembers face in accessing the BDD program. Illus.

This book was released on 2008 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why GAO Did This Study. In February 2007, a series of Washington Post articles about conditions at Walter Reed Army Medical Center highlighted problems in the Army's case management of injured servicemembers and in the military's disability evaluation system. These deficiencies included a confusing disability evaluation process and servicemembers in outpatient status for months and sometimes years without a clear understanding about their plan of care. These reported problems prompted various reviews and commissions to examine the care and services to servicemembers. In response to problems at Walter Reed and subsequent recommendations, the Army took a number of actions and DOD formed a joint DOD-VA Senior Oversight Committee. This statement updates GAO's September 2007 testimony and is based on ongoing work to (1) assess actions taken by the Army to help ill and injured soldiers obtain health care and navigate its disability evaluation process; and to (2) describe the status, plans, and challenges of DOD and VA efforts to implement a joint disability evaluation system. GAO's observations are based largely on documents obtained from and interviews with Army, DOD, and VA officials. The facts contained in this statement were discussed with representatives from the Army, DOD, and VA.

Available in PDF, EPUB and Kindle. Book excerpt: Recent military conflicts have increased interest in federal efforts to support servicemembers preparing to leave military service. Through the Benefits Delivery at Discharge (BDD) program, the VA, in collaboration with the DoD, has made efforts to streamline access to veterans' disability benefits by allowing some servicemembers to file a claim and obtain a single exam prior to discharge. This report examines VA's efforts to manage the BDD program and how VA and DoD are addressing challenges servicemembers face in accessing BDD. To address these objectives, the auditor analyzed relevant documents and data, interviewed officials, and conducted site visits and interviews at selected military bases. Includes recommendations. Download or read book A 21st Century System for Evaluating Veterans for Disability Benefits written by Institute of Medicine and published by National Academies Press. This book was released on 2007-09-30 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: 21st Century System for Evaluating Veterans' Disability Benefits recommends improvements in the medical evaluation and rating of veterans for the benefits provided by the Department of Veterans Affairs (VA) to compensate for illnesses or injuries incurred in or aggravated by military service. Compensation is a monthly cash benefit based on a rating schedule that determines the degree of disability on a scale of 0 to 100. Although a disability rating may also entitle a veteran to ancillary services, such as vocational rehabilitation and employment services, the rating schedule is out of date medically and contains ambiguous criteria and obsolete conditions and language. The current rating schedule emphasizes impairment and limitations or loss of specific body structures and functions which may not predict disability well. 21st Century System for Evaluating Veterans' Disability Benefits recommends that this schedule could be revised to include modern concepts of disability including work disability, nonwork disability, and quality of life. In addition to the need for an updated rating schedule, this book highlights the need for the Department of Veterans' Affairs to devote additional resources to systematic analysis of how well it is providing services or how much the lives of veterans are being improved, as well as the need for a program of research oriented toward understanding and improving the effectiveness of its benefits programs.
Download or read book Modernizing Federal Disability Policy written by and published by DIANE Publishing. This book was released on 2008-10 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic, medical, technological, and social changes have increased opportunities for persons with disabilities to live with greater independence and more fully participate in the workforce. Also, social and legal changes have promoted the goal of greater inclusion of persons with disabilities in the mainstream of society. However, fed. disability programs have not evolved in line with these larger societal changes and, therefore, are poorly positioned to provide meaningful and timely support for persons with disabilities. Program enrollment and costs for fed. disability programs have been growing and are poised to grow even more rapidly in the future. This forum addresses the issues related to modernizing fed. disability policy. Charts and tables.

Download or read book Invisible Wounds of War written by Terri L. Tanielian and published by Rand Corporation. This book was released on 2008 with total page 499 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need. This monograph presents the results of our study, which should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public. All the research products from this study are available at http://veterans.rand.org. Data collection for this study began in April 2007and concluded in January 2008. Specific activities included a critical reviewof the extant literature on the prevalence of post-traumatic stress disorder, major depression, and traumatic brain injury and their short- and long-term consequences; a population-based survey of service members and veterans who served in Afghanistan or Iraq to assess health status and symptoms, as well asutilization of and barriers to care; a review of existing programs to treat service members and veterans with the three conditions; focus groups withmilitary service members and their spouses; and the development of a microsimulation model to forecast the economic costs of these conditions overtime. Among our recommendations is that effective treatments documented in the scientific literature -- evidence-based care -- are available for PTSD and major depression. Delivery of such care to all veterans with PTSD or majordepression would pay for itself within two years, or even save money, by improving productivity and reducing medical and mortality costs. Such care may also be a cost-effective way to retain a ready and healthy military force for the future. However, to ensure that this care is delivered requires system-level changes across the Department of Defense, the Department of Veterans Affairs, and the U.S. health care system.
