Available in PDF, EPUB and Kindle. Book excerpt: For more than two centuries, veterans of the U.S. Armed Forces have been compensated for disabilities sustained while serving their country. The current program is designed to compensate veterans for average reduction in earning capacity. Compensation is based on the severity of a veteran's disability and paid on a monthly basis. After an initial rating for compensation has been determined, veterans who believe their condition has worsened may file a claim with the Department of Veterans Affairs (VA) to reevaluate their disability rating and potentially increase their monthly payments. In fiscal year 1999, these repeat claims outnumbered initial disability applications by nearly three to one, dominating VA s workload. VA s claims processing performance has caused concern for a number of years because of growing backlogs of pending initial and repeat claims, which have delayed disability decisions and veterans receipt of compensation. To help reduce the volume of repeat claims, the Veterans Claims Adjudication Commission, in its 1996 report, asked Congress to consider paying less severely disabled veterans compensation in a lump sum. According to the Commission, this change could have a number of benefits for VA as well as veterans. Specifically, the lump sum option could reduce the number of claims submitted and allow VA to process claims more quickly especially those of more seriously disabled veterans. Moreover, a lump sum option could be more useful to some veterans as they make the transition from military to civilian life.

Book excerpt: VA generally provides Individual Unemployability benefits to disabled veterans of any age who are unable to maintain employment with earnings above the federal poverty guidelines due to service-connected disabilities. Because the population of veterans who receive these supplemental benefits has been growing, GAO was asked to review VA's management of these benefits. This report (1) examines age-related trends in the population of Individual Unemployability beneficiaries and benefit payments; (2) assesses the procedures used for benefit decision-making; and (3) describes suggested options for revising the benefit. GAO analyzed fiscal year 2009 through 2013 data provided by VA, the most recent years available; reviewed applicable federal laws, regulations, and program policies; visited six regional offices selected for their differing accuracy rates, workload, and geography; reviewed a non-generalizable sample of claims; and spoke with rating specialists, experts, and VSO representatives. GAO recommends that VA issue updated guidance to determine eligibility; identify a comprehensive quality assurance approach to assess benefit decisions; verify veterans' self-reported income; and move forward on studies suggested by its advisory committee.

In fiscal year 2014, the department paid about $58 billion in disability compensation and about $5 billion in pension claims. The disability claims process has been the subject of attention by Congress and others, due in part, to long waits for processing claims and a large backlog of claims. To process disability and pension claims more efficiently, VA began implementation of an electronic, paperless system in 2009. GAO was asked to study VBMS. Specifically, GAO (1) assessed VA's progress toward completing the development and implementation of VBMS and (2) determined to what extent users report satisfaction with the system. To do so, GAO reviewed relevant program documentation, administered a survey to a stratified random sample of about 3,500 users, and interviewed appropriate VA officials. "
