This update is based on an ongoing review of these requirements conducted by the Coast Guard pursuant to our regulations. These changes will add requirements for new response technologies and revise methods and procedures for responding to oil spills upon the navigable waters of the United States, adjoining shorelines, and the exclusive economic zone. The Coast Guard is also revising the compliance date for updates of vessel response plans (VRPs) required by the Salvage and Marine Firefighting final rule. This extension of the compliance date will ensure that plan holders are not required to update their VRPs twice within a 12-month period. Updated as of May 29, 2018 The Department of Homeland Security, United States Coast Guard, proposes this nontank vessel response plan rulemaking to further protect the Nation from the threat of oil spills in the maritime domain. The rule proposes regulations requiring owners or operators of nontank vessels to prepare and submit oil spill response plans. The Federal Water Pollution Control Act defines nontank vessels as self-propelled vessels of 400 gross tons or greater that operate on the navigable waters of the United States, carry oil of any kind as fuel for main propulsion, and are not tank vessels. The proposed rule would specify the content of a response plan, and among other issues, address the requirement to plan for responding to a worst case discharge and a substantial threat of such a discharge. Additionally, this proposed rule would update the international Shipboard Oil Pollution Emergency Plan (SOPEP) requirements that apply to certain nontank vessels and tank vessels. Finally, this proposed rule would require vessel owners and operators to submit their vessel response plan control number as part of already required notice of arrival information. This rulemaking supports the Coast Guard's strategic goals of protection of natural resources and maritime mobility. Book excerpt: Pursuant to a congressional request, GAO evaluated the: (1) Philadelphia and New York ports' oil spill response preparation and capabilities; (2) Coast Guard authority to manage responses for the ports; and (3) measures that would help prevent major oil spills from occurring in the future. GAO found that: (1) neither the Coast Guard nor industry had adequate response capabilities or preparations for oil spills of over 100,000 gallons; (2) tankers transiting the Philadelphia and New York ports were not required to have oil spill response contingency plans; (3) although the Coast Guard's revised plan for Philadelphia realized that larger oil spills could occur, its local resources could not effectively handle spills of more than 50,000 gallons, and neither the industry's nor the New York Coast Guard's plans specifically identified spill sizes or what personnel and equipment should respond to spills of various sizes; (4) the Coast Guard believed that it lacked authority to require private ship owners, operators, and industry cooperatives to have contingency plans for dealing with oil spills or to ensure that industry had adequate response preparations; (5) recent legislation required all owners and operators of tank vessels carrying oil in U.S. waters to prepare and submit contingency plans to the Coast Guard; (6) the responses to the Presidente Rivera and Exxon Valdez spills indicated a need to improve oil recovery equipment, since current technology could typically expect to recover only 10 to 15 percent of an oil spill; and (7) recent experiences indicate the Vessel Traffic Service System's importance in preventing vessel groundings or collisions that could result in oil spills.

Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Book excerpt: Whether the result of an oil well blowout, vessel collision or grounding, leaking pipeline, or other incident at sea, each marine oil spill will present unique circumstances and challenges. The oil type and properties, location, time of year, duration of spill, water depth, environmental conditions, affected biomes, potential human community impact, and available resources may vary significantly. Also, each spill may be governed by policy guidelines, such as those set forth in the National Response Plan, Regional Response Plans, or Area Contingency Plans. To respond effectively to the specific conditions presented during an oil spill, spill responders have used a variety of response optionsâ€"including mechanical recovery of oil using skimmers and booms, in situ burning of oil, monitored natural attenuation of oil, and dispersion of oil by chemical dispersants. Because each response method has advantages and disadvantages, it is important to understand specific scenarios where a net benefit may be achieved by using a particular tool or combination of tools. This report builds on two previous National Research Council reports on dispersant use to provide a current understanding of the state of science and to inform future marine oil spill response operations. The response to the 2010 Deepwater Horizon spill included an unprecedented use of dispersants via both surface application and subsea injection. The magnitude of the spill stimulated interest and funding for research on oil spill response, and dispersant use in particular. This study assesses the effects and efficacy of dispersants as an oil spill response tool and evaluates trade-offs associated with dispersant use.

This document is designed to be separable in the field to assist the Site Safety and Health Officer in preparing the necessary documentation in the shortest possible time. This, in turn, should allow spill response personnel to access the site in a more timely fashion to mitigate the release and to help minimize any subsequent environmental darnage. Part I of the document describes the USCG's general safety and health plans. Part II helps lead the designated Site Safety and Health Officer through the task of Site Assessment and Characterization. Part III acts as the basis for Site-specific Safety and Health Plans as required by the OSHA standard promulgated under 29 CFR 1910.120. The forms provided in Part II are to be used for Site Assessment and Characterization to supplement the generic plans provided in Part III, which then may be made Incident and Site-specific.
