Très souvent cités en tant qu’outils révolutionnaires, les systèmes d’IA peuvent apporter de nombreux avantages, mais ils peuvent également soulever des questions complexes et importantes sur les plans juridique, éthique, politique et économique. Cette publication vise à alimenter les réflexions en cours au sein du CAHAI sur l’analyse des défis posés par les systèmes d’IA et les réponses réglementaires possibles. Tout d’abord, elle vise à informer le lecteur de l’avancement des travaux du Comité ad hoc sur l’intelligence artificielle (CAHAI) et elle présente plusieurs études réalisées dans le cadre du CAHAI. Deuxièmement, elle présente les perspectives nationales de différents États observateurs, l’Israël, le Japon et le Mexique, afin de soutenir le développement d’un cadre juridique international de l’intelligence artificielle basé sur les normes établies par le Conseil de l’Europe.

La première porte sur le problème logiciel de base qui consiste à interfacer une partie logicielle écrite grâce à un langage spécialisé en IA (LISP, PROLOG, SMALLTALK, ...), avec une partie écrite à l'aide d'un langage procédural classique (C, PASCAL, ADA, FORTRAN, ...). Nous décrivons un modèle et une classification simple des interfaces dépendant du type de couplage liant les deux parties, et nous décrivons nos diverses expérimentations avec plusieurs implantations de langages et de systèmes d'exploitation. La deuxième partie décrit l'étude d'un système d'aide intelligent dédié au placement interactif de composants géométriques. Nous présentons MAPS (Multi-Agent model for interactive Placement Systems), un modèle d'architecture multi-agents où les composants sont modélisés comme des acteurs qui déterminent seuls leurs accointances géométriques, ainsi que deux «moteurs de résolution de conflits» basés sur le caractères décentralisé du modèle et capables de fonctionner de manière distribuée. En tirant parti de la nature modulaire des composants et du caractère souvent local des conflits géométriques, MAPS montre que l'on peut envisager de réaliser un système d'aide à la conception intelligent en schématique, basé sur les techniques d'IA distribuée, et dans lequel l'utilisateur interagit avec des entités logicielles actives indépendantes. This continuity and the high number of s- missions re?ect the mature status of the knowledge acquisition community. Knowledge Acquisition started as an attempt to solve the main bottleneck in developing expert systems (now called knowledge-based systems): Acquiring knowledgefromahumanexpert. Variousmethodsandtoolshavebeendeveloped to improve this process. These approaches signi?cantly reduced the cost of - veloping knowledge-based systems. However, these systems often only partially ful?lled the taskthey weredevelopedfor andmaintenanceremainedanunsolved problem. This required a paradigm shift that views the development process of knowledge-based systems as a modeling activity. Instead of simply transf- ring human knowledge into machine-readable code, building a knowledge-based system is now viewed as a modeling activity. A so-called knowledge model is constructed in interaction with users and experts. This model need not nec- sarily re?ect the already available human expertise. Instead it should provide a knowledgelevelcharacterizationof the knowledgethat is requiredby the system to solve the application task. Economy and quality in system development and maintainability are achieved by reusable problem-solving methods and onto- gies. The former describe the reasoning process of the knowledge-based system (i. e. , the algorithms it uses) and the latter describe the knowledge structures it uses (i. e. , the data structures). Both abstract from speci?c application and domain speci?c circumstances to enable knowledge reuse.
