Book excerpt: L'entretien routier represente une part croissante des budgets routiers. Partout dans le monde, des efforts ont ete entrepris pour rationnaliser ces depenses. En France, l'Etat s'est engage, des les annees 70, dans cette voie en mettant en place une premiere banque de donnees routieres et une methode rationnelle de programmation des travaux d'entretien. Le Reseau Technique de l'Equipement, tres implique dans la definition, puis dans la mise en oeuvre, de ce dispositif, en a tire une solide experience de la gestion de l'entretien routier. Au debut des annees 90, tirant parti de experience mais aussi des progres de la micro-informatique, il a entrepris un effort considerable pour moderniser le systeme francais d'aide a la gestion de l'entretien des chaussees. Cet effort s'est developpe selon trois axes complementaires : ameliorer la connaissance de l'etat des chaussees en definissant avec plus de rigueur les methodes developper un outil d'evaluation permettant de fonder la definition d'une politique d'entretien a long terme sur une appreciation objective des besoins d'entretien ; enfin, developper l'outil de programmation d'entretien permettant d'appliquer cette politique dans le court et moyen terme. De 1990 a 1996, les trois principales composantes du nouveau systeme d'aide a la gestion des chaussees se sont mises en place. Commence en 1992 par la redaction d'une methode de releve des degradations de surface, le recueil des methodes d'essais LPC s'est progressivement enrichi de methodes de mesure de la deflexion, de mesure des epaisseurs execution et d'interpretation des carottages, etc. Construites selon un cadre commun decrit ci-apres, ces methodes presentent une specificite importante : elles precisent les caracteristiques performantielles des moyens a mettre en oeuvre, sans jamais imposer d'appareils proprement dit. Parallelement a la construction de ce referentiel d'essais, un outil d'evaluation et de suivi de l'etat des chaussees a ete developpe et mis en oeuvre pour la premiere fois en 1992. Il est aujourd'hui applique a l'ensemble du reseau national, sur la base d'une actualisation d'un tiers du reseau chaque annee. Decrit dans plusieurs publications anterieures, cetvoque dans le present article qu'a travers un rappel de principe. Les principes techniques de l'outil d'aide a la programmation d'entretien, venu completer le dispositif en 1996, sont davantage detailles. Une premiere liste de taches d'entretien est obtenue en comparant les objectifs de maintenance definis par la politique d'entretien et l'etat reel des chaussees. Ces taches sont organisees selon des priorites decoulant de criteres generaux definis eux aussi dans le cadre de la politique d'entretien. Le programme d'entretien est finalement limite aux taches ayant la plus forte priorite dans la limite des budgets disponibles. Tous les parametres qui traduisent des choix politiques (objectifs d'entretien, criteres de priorite, et.) peuvent etre modifies, grace a un mode de fonctionnement interactif tres convivial. Ceci permet notamment de prendre en compte les informations specifiques apportees par les agents de terrain. Deux autres outils, en cours de mise en place, viendront progressivement completer les precedents : d'une part, un module d'analyse globale et a long terme des strategies d'entretien, d'autre part un module de choix et de dimensionnement des solutions d'entretien. Book excerpt: In the late 1950s, like tens of thousands of young men of his generation, Pierre Bourdieu, having recently passed the agrégation in philosophy, found himself immersed in the Algerian war. Motivated by an impulse that, as he himself says, ‘was civic rather than political’, nothing seemed more important to him than to understand the Algerian situation and provide the elements that would enable others to come to an informed judgement about it. In extremely tough conditions and along with a small group of students, Bourdieu undertook a series of studies across an Algeria that was tightly patrolled by the army, leading him to discover the shocking reality of the resettlement camps and to analyse the mechanisms of destruction of Algerian society of which they were emblematic. To achieve the objectives he had set himself, Bourdieu had to carry out a genuine intellectual conversion, acquiring an ethnographic understanding of Algerian society, learning sociological analysis at a breakneck pace and inventing new instruments - both theoretical and empirical - that would enable him to understand the relations of domination specific to colonialism. These new tools also enabled him to analyse the nature of the crisis that the war had both produced and manifested. This unique volume brings together the first texts written by Bourdieu in the midst of the Algerian conflict, as well as later writings and interviews in which he returns to the topic of Algeria and the decisive role it played in the development of his work.

Book excerpt: Much orthodox economic theory is based on assumptions which are treated as self-evident: supply and demand are regarded as independent entities, the individual is assumed to be a rational agent who knows his interests and how to make decisions corresponding to them, and so on. But one has only to examine an economic transaction closely, as Pierre Bourdieu does here for the buying and selling of houses, to see that these abstract assumptions cannot explain what happens in reality. As Bourdieu shows, the market is constructed by the state, which can decide, for example, whether to promote private housing or collective provision. And the individuals involved in the transaction are immersed in symbolic constructions which constitute, in a strong sense, the value of houses, neighbourhoods and towns. The abstract and illusory nature of the assumptions of orthodox economic theory has been criticised by some economists, but Bourdieu argues that we must go further. Supply, demand, the market and even the buyer and seller are products of a process of social construction, and so-called ‘economic' processes can be adequately described only by calling on sociological methods. Instead of seeing the two disciplines in antagonistic terms, it is time to recognize that sociology and economics are in fact part of a single discipline, the object of which is the analysis of social facts, of which economic transactions are in the end merely one aspect. This brilliant study by the most original sociologist of post-war France will be essential reading for students and scholars of sociology, economics, anthropology and related disciplines.
