Book excerpt: After Stalin's death, during a respite in Cold War tensions in 1955, Austria managed to rid itself of a quadripartite occupation regime and become a neutral state. As the Cold War continued, Austria's policy of neutrality helped make this small country into an important mediator of East-West differences, and neutrality became a crucial part of Austria's postwar identity. In the post-Cold War era Austrian neutrality seems to demand redefinition. The work addresses such issues as what neutrality means when Austria's neighbors are joining NATO? What is the difference between Austrian neutrality in 1955 and 2000? In remaining apart from NATO, do Austrian elites risk their nation's national security? Is Austria a "free rider," too stingy to contribute to Western defense? Has the neutralist mentalit become such a crucial part of Austrian postwar identity that its abandonment will threaten civil society? These questions are addressed in this latest in the prestigious Contemporary Austrian Studies series. The volume emerged from the Wittgenstein Research Center project on "Discourse, Politics, and Identity," an interdisciplinary investigation of the meaning of Austrian neutrality. The first two chapters analyze the current meaning of Austrian neutrality. Karin Liebhart records narrative interviews with former presidents Rudolf Kirchschlger and Kurt Waldheim, both central political actors present at the creation and implementation of Austria's postwar neutrality. Gertraud Benke and Ruth Wodak provide in-depth analysis of a debate on Austrian National Television on "NATO and Neutrality," a microcosm of Austrian popular opinion that exposed all positions and ideological preferences on neutrality. The historian Oliver Rathkolb surveys international perceptions of Austrian neutrality over the past half-century. For comparative contrast David Irwin and John Wilson apply Foucault's theoretical framework to the history and debates on neutrality in Ireland. Political scientists Heinz Grtner and Paul Luif provide examples of how Austrian neutrality has been handled in the past and today. Michael Gehler analyzes Austria's response to the Hungarian crisis of 1956 and Klaus Eisterer reviews the Austrian legation's handling of the 1968 Czechoslovak crisis. Gnter Bischof is professor of history and executive director of Center Austria at the University of New Orleans. Anton Pelinka is professor of political science at the University of Innsbruck and director of the Institute of Conflict Research in Vienna. Ruth Wodak is professor in the linguistics department at the University of Vienna and director of the research center "Discourse, Politics, Identity" at the Austrian Academy of Science.

Book excerpt: A history of genealogical knowledge-making strategies in the early modern world. In The Maker of Pedigrees, Markus Friedrich explores the complex and fascinating world of central European genealogy practices during the Baroque era. Drawing on archival material from a dozen European institutions, Friedrich reconstructs how knowledge about noble families was created, authenticated, circulated, and published. Jakob Wilhelm Imhoff, a wealthy and well-connected patrician from Nuremberg, built a European community of genealogists by assembling a transnational network of cooperators and informants. Friedrich uses Imhoff as a case study in how knowledge was produced and disseminated during the 17th and 18th centuries. Family lineages were key instruments in defining dynasties, organizing international relations, and structuring social life. Yet in the early modern world, knowledge about genealogy was cumbersome to acquire, difficult to authenticate, and complex to publish. Genealogy's status as a source of power and identity became even more ambivalent as the 17th century wore on, as the field continued to fragment into a plurality of increasingly contradictory formats and approaches. Genealogy became a contested body of knowledge, as a heterogeneous set of actors—including aristocrats, antiquaries, and publishers—competed for authority. Imhoff was closely connected to all of the major genealogical cultures of his time, and he serves as a useful prism through which the complex field of genealogy can be studied in its bewildering richness.

Book excerpt: "In Modern Isonomy distinguished political theorist Gerald Stourzh develops the idea of "isonomy" or a system of equal rights for all, as an alternative to the concept of "democracy." The ideal for Stourzh is a state, and indeed a world, in which individual rights, including the right to participate in politics equally, are clearly defined, and possessed by all, as the core of a real democratic system. Stourzh begins with ancient Greek thought contrasting isonomy--which is associated with the rule of the many--with oligarchies and monarchies, pursuing the implications of these different forms for the rights accorded to individuals. He moves on through history to discuss the American experiment with the development of representative democracy as well as the French revolution, after which the idea that rights should not be influenced by the status of the individual became the bedrock of a democratic system. But progress on the creation and protection of individual rights for all has been uneven. Democratic systems themselves often limit the scope of rights, particularly rights to participate in the political system. Stourzh brings this learned exploration forward to the discussions of human rights and democracy in the postwar period, with the end of the colonial empires and the fall of fascist dictatorships. He demonstrates how deeply intertwined equal rights for all, under law, as a concept and practice are with the development of democracy. He then explores the challenges to the idea of equal rights posed by economic inequality and the demands of the "security state" and concludes with a discussion of universal human rights which, under his idea of isonomy, will require bodies superior to nation-states to enforce"--
