These forecasts are estimates of the amount of money the depot system will need to repair components that cannot be repaired at base-level maintenance facilities or that the depot repairs as part of an overhaul or repair of a higher assembly or end item, such as an airplane or missile. The findings indicate that current requirements and capability assessments systems do not explicitly consider parameter variabilities and forecasting uncertainties. They suggest that these uncertainties will always be present in some form and that the Services should enhance management adaptation during budget execution and explicitly account for these adaptations during the requirements process. The findings also indicate that the Services do not use consistent operational goals when developing requirements and executing the budget. The author proposes that future research focus on developing requirements methods and budget execution systems that account for potential management adaptations, support tradeoffs between the repair and procurement of spares, and consistently reflect the operational priorities of the Services.

In the mid-to-late 1980s, it spent roughly $5 billion annually on these resources, about $3 billion for spares and about $2 billion for repair. The current spares requirements system does not account for many of the uncertainties implicit in requirements estimation, nor for many of the management adaptations that are routinely practiced. This report concludes that substantial cost reductions could be achieved, while maintaining traditional levels of system performance, through the following: (a) modifications to the spares and repair requirements estimation system, (b) initiatives to enhance the responsiveness of depot-level component repair, (c) a massive, intensive effort to clean up the requirements database and maintain it through a system of audits, (d) consolidation of war readiness spares, and (e) technical improvements to the estimation methodology.

Since the forecasting techniques imbedded in the Air Force Materiel Command's current requirements estimation process were implemented, a great deal has been learned about modeling parts demand processes more effectively. The report explores several issues involved in modeling and forecasting demands for aircraft spare parts along with alternative forecasting methods that can substantially reduce expected predictive error. The research described here is part of a larger body of work intended to help us understand better the effects of uncertainty and management adaptations in shaping the performance of the logistics system in a variety of peacetime and wartime scenarios, and to account explicitly for those effects in spares and repair requirements estimation.

Book excerpt: Uncertainty is of essentially two kinds: statistical uncertainty (variability observed in repeatable phenomena), and state-of-the-world uncertainty (uncertainty about phenomena that are not repeatable, not observed or observable, or both). State-of-the-world uncertainty dominates the wartime scenario and affects peacetime planning as well. This report describes a set of initiatives called CLOUT (coupling logistics to operations to meet uncertainty and the threat) designed to cope with resource shortages caused by poor predictions of demand. The theater-level CLOUT initiatives include (1) lateral repair by bases that have repair capability to support bases that do not; (2) forward stockage for quick response to unsatisfied demands at bases; (3) responsive theater transportation to support lateral resupply, forward stockage, lateral and theater repair, retrograde, and distribution of assets coming into the theater; and (4) improved operating policies and decision rules in prioritizing repair assets and allocating them to bases. The "wholesale" or depot-level CLOUT initiatives include the following: (1) responsive, assured intertheater transportation; (2) enhanced flexibility, responsiveness, and relevance of the depot's repair process; and (3) distribution of serviceable assets that explicitly accounts for mission urgency and the current asset position worldwide.
