Book excerpt: As reflected in the title, the purpose of this book is to guide clinicians in understanding and treating youth with severe antisocial behavior. Children and adolescents with conduct disorders operate at quite a high cost to society. In many opinion polls, juvenile crime and violence is rated as one of the most pressing concerns for many in our society. This widespread concern has prompted professionals from many disciplines to search for more effective interventions to prevent and treat youth with such disorders. This book is my attempt to summarize the current status of this very important endeavor. In providing this guide to clinicians, I have attempted to emphasize the critical link between understanding the clinical presentation, course, and causes of conduct disorders and designing effective interventions for children and adolescents with these disorders. Many past books, book chapters, and review articles have emphasized one or the other of these objectives. Some have provided excellent summaries of the vast amount of research on youth with conduct disorders without explicitly and clearly describing the clinical applica tions of this research. Others have focused on the implementation of specific interventions for youth with conduct disorders that is divorced from a basic understanding of the many diverse and clinically important characteristics of this population. The overriding theme of this book is that successful clinical inter vention requires an integration of both bodies of knowledge.

This work also provides a rich history about the development of the “Developmental Criminology” paradigm, drawing from developmental psychology, and life-course methodologies in Sociology. With a 50-year, multigenerational longitudinal dataset (the Montreal Two Sample Four Generational Cross sectionnal and Longitudinal Studies –MTSFGCLS) the author explores the mechanisms of official and self-reported antisocial behavior. It provides insights into not only criminal behavior, but other types of potentially problematic behavior, including drug and alcohol use, risky sexual behavior, conflict with authority and other forms of antisocial behavior; as well as their decline across the life-course. By examining the developmental mechanisms and trajectories of these behaviors, the author proposes a multidisciplinary theory to explain these phenomenons. This work will be of interested to researchers in Criminology, Sociology and Psychology, particularly within the growing area of Developmental and Life-Course Criminology, as well as related fields such as social work, public health and public policy.

Book excerpt: A youth conditional caution allows an authorised person (usually a police officer) or a relevant prosecutor (usually a member of the CPS) to decide to give a caution with one or more conditions attached. When a young person, aged between 10 and 17 years old inclusive, is given a conditional caution for an offence, criminal proceedings for that offence are halted while the young person is given an opportunity to comply with the conditions. Where the conditions are complied with, the prosecution is not normally commenced. However, where there is no reasonable excuse for non-compliance, criminal proceedings may be commenced for the original offence and the conditional caution will cease to have effect. Youth conditional cautions provide an opportunity, in appropriate cases, to achieve an early, positive response for those young people who are willing to admit their offending. Book excerpt: Public toilets matter to everybody, regardless of their age, class, ethnic origin, gender, mental ability or physical ability, and they are even more important to certain sections of society, including older people, disabled people, women, families with young children and tourists. While the Public Health Act 1936 gives local authorities a power to provide public toilets, it imposes no duty to do so, and this lack of compulsion, together with a perception of nuisance associated with them, has arguably resulted in a steady decline in the provision of public toilets in recent years. This decline needs to be addressed. The Committee supports the Government's Strategic Guide on the provision of public toilets, "Improving Public Access to Better Quality Toilets" (2008), which highlighted existing powers at the disposal of local authorities that can be used to improve public access to toilets. Some local authorities have developed strategies for the provision of clean, safe, accessible toilets, including partnerships with local businesses (such as pubs, cafes and shops) that make their own toilets available to non-customers. Other local authorities are less committed, which has led to great disparities between different towns and regions. Some local authorities may have used the Disability Discrimination Act 1995 as an excuse to close public toilets, rather than bring them up to the standards required by the Act. This report seeks to consider the evidence and to produce simple and practical recommendations to improve this important social amenity. The over-riding recommendation is that the Government imposes a duty on local authorities to develop a public toilet strategy, which should involve consultation with the local community, for their own area.

Book excerpt: Anti-social behaviour encompasses a broad range of behaviours including nuisance behaviour, intimidation and vandalism. Seventeen per cent of the population perceive high levels of anti-social behaviour in their area, with the young and the less well off being disproportionately affected, at a cost to government agencies of responding to reports of anti-social behaviour in England and Wales of around £3.4 billion per year. This report examines the work of the Home Office's Anti-Social Behaviour Unit set up in 2003 and measures introduced by the Home Office since 1997 to tackle anti-social behaviour, focusing on the impact of three of the most commonly used interventions: warning letters, Acceptable Behaviour Contracts and Anti-Social Behaviour Orders. Using a sample of 893 cases, the report found that the majority of people who received one of these interventions did not re-engage in anti-social behaviour, but there were a number of perpetrators for whom interventions had limited impact, with about 20 per cent of the sample having received 55 per cent of the interventions issued. Recommendations include that the Home Office should undertake formal evaluation of the success of different interventions and the impact of combining these with support services at the local level. International research suggests that preventive programmes, such as education, counselling and training can be a cost effective way of addressing anti-social behaviour.
