Improving the energy efficiency of the housing stock can reduce home energy consumption, thereby reducing home energy expenditures and CO2 emissions. Improving the energy efficiency of a home may also increase its transaction price if the energy efficiency improvements are capitalized into the value of the home. The relationship between energy efficiency and transaction prices in the Fairbanks and Anchorage, Alaska residential real estate markets is examined. Using a hedonic pricing framework and difference-in-differences analysis, the impact of the Alaska Home Energy Rebate program on the transaction prices of single-family homes in the Fairbanks and Anchorage housing markets from 2008 through 2015 is examined. The results indicate that compared to homes that did not complete the program, homes that completed the program sell for a statistically significant price premium between 15.1% and 15.5% in the Fairbanks market and between 5% and 11% in the Anchorage market. A hedonic pricing framework is used to relate energy efficiency ratings and transaction prices of homes in the Fairbanks and Anchorage residential real estate markets from 2008 through 2015. The results indicate that homes with above-average energy efficiency ratings sell for a statistically significant price premium between 6.9% and 17.5% in the Fairbanks market and between 1.8% and 6.0% in the Anchorage market.

In a climate that can become extremely cold, houses are generally lacking in energy efficiency. Residents pay high rates for both oil and electricity to heat and operate their homes. Their homes are much smaller and with higher occupancy in comparison to typical U.S. homes. In addition, as the winter season brings sub-zero temperatures, windows remain shut with limited mechanical or natural ventilation, also creating indoor air quality concerns. To date there has been limited studies of rural Alaskan communities' housing, to better understand and quantify such housing challenges.This research focuses on a detailed study of the rural Alaskan community of Unalakleet. Located on the western shore of Alaska, this coastal community of approximately 765 people faces many housing challenges, similar to other rural Alaskan communities. Through collaboration with the housing authority in Unalakleet, this research conducted home energy assessments and resident interviews in the summer of 2021, including 27 energy assessments and 22 interviews. The purpose of the energy assessments was to collect information on typical building features and data, as well as to identify housing challenges. The interviews were generally completed for homes that also had an energy assessment and were used to better understand residents' perspectives on energy and housing challenges beyond what was observed in the assessments. Blower door tests suggest that homes are usually small and tight, with leakiness around areas like the windows, where mold frequently was observed. Short-term indoor air quality monitoring suggests that some homes, especially those less than 46 m2, had high CO2 concentrations, relative to others. Some homes had significant mold growth, and others had many areas of damage. Still, interviews with community members suggest that they were grateful for their housing and the ability to live in Unalakleet.The overall purpose of this research is to provide evidence to quantify the typical housing characteristics presence in rural Alaskan communities, as well as to provide results that motivate and support opportunities for new, more efficient housing. The introduction discusses major housing challenges, from high energy bills to the history of inefficient infrastructure in rural Alaska. Physical characteristics of assessed homes, followed by indoor air quality and air flow, are discussed in Chapters 2 and 3, respectively. Finally, Chapter 4 uses data collected from the 27 housing assessments to create a building energy model, where energy usage in existing housing is modeled to represent a 'typical' rural Alaskan home. The results of this model show where the largest improvements in efficiency can be made, especially in adding higher R-value insulation. The conclusion provides a brief overview of research contribution, limitations, and future work.

Book excerpt: Concerns about global warming and growing scarcity of fossile fuels require substantial changes in energy consumption patterns and energy systems, as targeted by many countries around the world. One key element to achieve such transformation is to increase energy efficiency of the housing stock. In this context, it is frequently argued that private investments are too low in the light of the potential energy cost savings. However, heterogenous incentives to invest in energy efficiency, particularly for owner-occupants and landlords, may serve as one explanation. This is particularly important for countries with a large rental sector, like Germany. Nevertheless, previous literature largely focuses on the pay offs owner-occupants receive, leaving out the rental market. This paper addresses this gap by comparing the capitalization of energy efficiency in selling prices (rents) for both types of residences. For this purpose data from the Berlin housing market are analyzed in hedonic regressions. The estimations reveal that energy efficiency is well capitalized in apartment prices and rents. The comparison of implicit prices and the net present value of energy cost savings/rents reveals that investors anticipate future energy and house price movements reasonably. However, in the rental segment, the value of future energy cost savings exceeds tenants' implicit willingness to pay by factor 2.98. This can either be interpreted as a result of market power of tenants, uncertainty in the rental relationship, or the "landlord-tenant dilemma."

Book excerpt: Global climate change is largely caused by greenhouse gas emissions from anthropogenic sources. The building industry is responsible for over 40% of global carbon emissions. Almost half of the energy consumption in buildings is from space heating and cooling. The incorporation of energy efficiency in homes has a large potential to mitigate future climate change impacts while at the same time aiding household members to adapt to the effects of global change. This dissertation explores this potential in Alaska, where in addition to climate change impacts, residents are vulnerable to high oil prices affecting not only their energy security, but also their health, food security, and sense of place. This interdisciplinary dissertation explores the viability of Alaskan energy-efficient homes from social, economic, and environmental perspectives. In the following chapters, I first use a conceptual model of energy security that is adopted from the food security literature to determine that a significant segment of Alaska is in an energy-insecure state. This is predominantly due to expensive fuel, overreliance on fuel imports, inefficient uses of heating fuel, and a legacy of inefficient homes. Next, I provide a historical survey of Alaskan homes from pre-contact dwellings to modern era homes. Some of the pre-contact homes' energy efficiency features have been reintroduced in some modern homes, such as a small square-foot-to-occupant ratio, passive solar design, arctic entrance, round or octagonal building layout, using earth berming, sand dunes, and snow banks as natural insulation, permafrost lined cellars, subterranean building style, thermal mass, and shared stone walls between rooms. Third, I discuss interviews conducted with homeowners of highly energy-efficient homes and other stakeholders in the building-, real estate- and financing industry, which reveal several barriers to the adoption of this building style innovation. The predominant barriers are lack of information and education on this building style by homeowners, designers, and builders; economic disincentive due to a low appraisal value; and a psychological mindset resisting change. Finally, I use a case study of a highly energy-efficient home in Dillingham, Alaska to exemplify the carbon payback point. Using a life cycle assessment approach, I calculated that within 3.3 years the highly energy-efficient house has reached carbon parity when compared to a conventional counterpart house. Collectively, I build on these findings to recommend improvements in education about the benefits of energy efficiency, an overhaul of the appraisal system, and a careful consideration of the psychological aspects of embracing innovations in an effort to facilitate wider adoption of highly energy-efficient homes in Alaska.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law.
