This book finds that, while repression can hardly stop popular protests – and often backfires – economic performance legitimacy is increasingly difficult to be maintained. The only way out is the adaptation to the changing domestic and international environment. The chapters in this collection were originally published in the Journal of Contemporary China.

The party-state now faces a fundamental tension in its pursuit of social stability and regime durability. Repressive state strategies enable the Chinese Communist Party to maintain its monopoly on political power, yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. Based on a dynamic typology of state–society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance. Drawing on original fieldwork, the authors identify areas in which state–society interactions have shifted over time, ranging from more constructive engagement to protracted conflict. This evolutionary approach provides nuanced insight into the circumstances wherein the party-state exerts its coercive power versus engaging in more flexible responses or policy adaptations.

China is Nazi Germany. China commits genocide. China disrupts the 'international rules-based order.' Responding to such uninformed generalization on the nature of China's regime and its lack of human values, the Western Liberal Democracies have created their own 'China Problem' by clinging to Cold War anachronism. The clash of values is not nearly as deep and extensive as is often claimed. Furthermore, the contemporary public discourse on China needs a complete assessment of the values that have emerged in Xi Jinping's China. Xi is regarded as 'red' like Mao. Xi, however, has abandoned Mao's view of class struggle and his notion of a 'rejuvenated China' embraces traditional core principles that Mao bitterly condemned. 'Ren', or 'benevolence', for example, now informs entwined domestic and foreign policy as 'moderate prosperity in all respects'. 'Ren', or 'benevolence' is aligned with 'common security' and 'common development'. The question is whether this is a positive restoration of traditional values that will contribute to domestic development and international peace, or restorationist Middle-Kingdom-ism designed to assert Chinese values worldwide. This book's analysis of Chinese values argues that the current interpretation of the 'China Threat' is predicated in a serious misunderstanding of Chinese values.It is often commented that China is 'the defining geopolitical issues of our time'. This book is an especially timely contribution to the currently limited public policy debate on China as a threat to Western values and the 'international rules-based system'. Correction is long overdue with reference to speculative assumptions that Xi Jinping's regime represents a return to Mao's regime. 'Socialism with Chinese characteristics' has significantly moved on under Xi's leadership. Hyperbole about China has presumed the continuation of Chinese Cold War ideology and has either lightly commented on, or ignored altogether the resurgence of core traditional ideas in Chinese policy formation. This book provides detailed research of 'Xi Jinping Thought' and 'Xi Jinping Diplomatic Thought'. It adopts a widely construed, but serious interdisciplinary, approach towards the 'China Problem', drawing on both the social sciences and humanities. This wide-angled approach includes 'new sinology' in its recent review of 'translated China', synthesizing tradition and culture with the development of modern Chinese ideology, politics and policy formation. The book's significant topicality is presented within an unconventional approach and formatted contents designed to reach out to the biggest circle of general and advanced, China-interested readers in the time of great debate.

Facing a more competitive international environment, Chinese reform has shifted from its earlier focus on economic liberalization and political decentralization to a more tightly organized, centralized form of state socialism. The Party-state's vigorous fiscal reaction to the Global Financial Crisis (2008-2009) left the country with a much improved infrastructure and greater sense of national self-assurance. The more monocratic central leadership has redoubled efforts to fight poverty and pollution, push technological innovation, and at the same time rigorously enforce ideological consensus, political loyalty and anticorruption.This has been occurring in an international context of slowing trade and nationalist pushback against 'globalization', prominently including bilateral Chinese-American polarization. While China has been among the staunchest advocates and beneficiaries of globalization, incipient trade war 'decoupling' has spurred movement toward economic and technological self-reliance. Turning inward however vies with a rival impulse toward more vigorous engagement in the world. This is most consequentially represented by the Belt and Road Initiative, driving massive infrastructure construction through Central Asia and the South and Southeast Asian maritime periphery. Despite slowing growth and a large debt overhang, swift recovery from the Covid-19 epidemic leaves China in a relatively strong economic position.

Book excerpt: This book grew out of a series of my doctoral essays and discussion with Fulbright scholar, Mr. Tasawar Baig and Professor David Earnest at Old Dominion University. Some ideas and thoughts were also inspired by Professor Robert Putnam at the Harvard University John F. Kennedy School of Government and Professor Zbigniew Kazimierz Brzezinski (former US National Security Advisor) when they did lectures and special discussion with me at Old Dominion University in 2009 and 2012, respectively. In The Third Wave (1991), Samuel Huntington explains various sociopolitical factors caused radical political changes in developing countries. His analysis shows that for Africa, the main obstacle for building democracy is economy, While for East Asia and the Middle East, the major obstacle are culture and religion. Huntington's analysis oversimplified the driving factors of democratization in specific case, such as China, a hybrid of Capitalist economy and communist politics. This paper measures the current democratization of Chinese politics from three perspectives: social capital, rapid economic development and radical social movement. Thus, the grand question is whether these factors can lead to a regime change in China? The author draws a conclusion that the radical political change is possible but not desirable in Chinese politics. In the eyes of rising Chinese middle Class, a Singaporean political transformation or South Korean democratization is more favored than radical democratization. Following the US Presidential election, China went through a one week meeting of the 18th National Congress starting on November 8, 2012. Without much surprise, Xi replaced Hu, becoming the core of Chinese communist power. The power transition seems to be smooth in Chinese media coverage. However, anecdotes, rumors, unofficial reports and foreign news exposed the political battle behind the stage. President Xi is now facing a stark different situation compared to Hu. Today, China is the world's second largest economy. At the same time, China is experiencing rising mass disturbance every year. As a non-democracy, leaders' past experience, network and personality can greatly influence state policies. With more people getting rich and educated, the mass claim the mismatch between Chinese politics and economy. Other than changing domestic Chinese politics, China has drawn much attention internationally. China's presence in Africa and the Middle East tightens the nerves of U.S. policy makers. Is China a peaceful or benign riser? Where is China heading toward? What interests are Chinese companies pursuing and what strategies are they using globally? The book investigates these questions in different chapters. Globalization is the current trend. As a propeller, China's participation in global trade greatly shapes world order. In return, global trade also produced effects on China's domestic labor market, particularly on the traditional Chinese women labors. This book is a sound recipe integrating both faces of China domestically and internationally.
