Book excerpt: La stratégie Europe 2020 vise à promouvoir une croissance inclusive, intelligente et durable, et définit (pour la première fois) un objectif de réduction de la pauvreté et de l'exclusion sociale. De ce fait, elle peut contribuer à renforcer l'importance des objectifs sociaux et à les intégrer dans les objectifs de l'Union en matière d'économie, d'emploi et d'environnement. C'est par le biais des programmes nationaux de réforme (PNR) que les pays sont censés traduire les objectifs de la stratégie Europe 2020 en politiques nationales. En avril 2013, les États membres ont soumis à la Commission européenne leurs troisièmes programmes nationaux de réforme (PNR). Il leur avait aussi été demandé de présenter des mises à jour de leurs rapports sociaux nationaux (RSN) de 2012 sous la forme de rapports sociaux stratégiques (RSS). Les RSN/RSS constituent une nouveauté introduite en 2012. Ils sont destinés à renforcer la dimension sociale du processus Europe 2020 en couvrant les aspects de l'inclusion sociale, des pensions, ainsi que des soins de santé et des soins de longue durée de façon plus approfondie que le ne permettent les PNR. Les membres du réseau européen d'experts indépendants en inclusion sociale ont évalué les PNR de leurs pays respectifs, ainsi que les RSS - quand ils étaient disponibles -, sous l'angle de l'inclusion sociale. Leur appréciation a porté en particulier sur la mesure dans laquelle les dispositions présentées dans les PNR (et les RSS) sont susceptibles d'engendrer des progrès vers la réalisation des objectifs d'inclusion sociale de la stratégie Europe 2020. Le présent rapport succinct, préparé par l'équipe de coordination du réseau, donne un aperçu concis des principales constatations qui ressortent des analyses des experts indépendants pour les différents pays. Il émet aussi des propositions concrètes en vue de renforcer la dimension de l'inclusion sociale du processus de formulation des PNR à l'avenir.-- EU Bookshop.
