Spécifiquement cette étude s'est déroulée à Harlem (New York) dans une école secondaire dont les élèves sont majoritairement hispaniques. L'objet de cette thèse est de comprendre l'inégalité face à la technologie en milieu scolaire et comment des acteurs œuvrant au sein d'un établissement scolaire à Harlem ont cherché à réduire cette inégalité en favorisant l'apprentissage de cette technologie par les élèves. Ainsi, la direction et les enseignants de cette école ont mis sur pied un projet d'établissement fondé sur l'usage des technologies informatiques dans les pratiques pédagogiques. Pourtant, cet objectif n'a été atteint que très tardivement. Notre interrogation principale est donc de comprendre comment l'intégration d'un projet axé sur la technologie à l'école peut se faire en milieu défavorisé? Pour tenter de répondre à cette question, nous distinguons deux éléments d'analyse, pour réaliser l'évaluation sociale des technologies en milieu scolaire. Le premier nous permet de saisir l'implantation locale des technologies. Le second rend compte de l'influence des nouvelles régulations du système éducatif sur cette implantation, car on ne peut pas dégager les impacts d'une technologie sans examiner comment elle est implantée dans l'école. De plus, cette implantation des technologies se réalise dans un contexte scolaire en transformation, ce que les travaux sur les modes de régulation examinent. Finalement, pour rendre compte de cette implantation dans un milieu défavorisé, nous nous appuyons aussi sur le courant des écoles efficaces. Celui-ci permet de mieux comprendre comment l'environnement scolaire immédiat peut contribuer ou non à la mise en place effective d'un projet. Les sources de cette analyse qualitative proviennent principalement de documents publiés, de statistiques, d'une observation désengagée dans l'école et d'entretiens. Ces entrevues se sont déroulées en deux temps, car l'école a fait l'objet d'une restructuration, et le personnel de l'école et ses projets ont changé avant et après la mise en place de cette politique. Un premier terrain a été effectué en 2004 et complété par des entrevues en 2009. Pour cette étude essentiellement qualitative, nous avons effectué des entrevues auprès du personnel de l'établissement : la principale, les enseignants, les coordonateurs, les coachs et certains membres de la direction. Ces entrevues ont été complétées par une recherche documentaire axée essentiellement sur les politiques d'éducation de la ville de New York. Nous ne pouvons pas généraliser notre conclusion à toutes les écoles en milieu défavorisé ayant recours à la technologie, mais les résultats de cette thèse ne confirment pas nos hypothèses de départ. En effet, nous pensions que la technologie implantée dans une école pouvait améliorer les résultats des élèves lorsque celle-ci faisant l'objet d'une bonne appropriation. Notre recherche a montré que les meilleurs résultats des élèves, ne sont pas dus à l'intégration des technologies dans l'école, mais plutôt aux éléments mis en place autour de ce projet, que l'on retrouve dans le courant des écoles efficaces tels que une direction à forte emprise, des attentes élevés envers les élèves suivies d'évaluations fréquentes, sécurité et ordre dans l'école, valorisation de l'école par les parents.
