Book excerpt: Introduccion: Desde hace algún tiempo se viene presentando un fuerte debate, sobre las posibilidades del mercado de hacer una asignación óptima y equitativa de los recursos naturales. Al respecto algunos autores pertenecientes a escuelas de pensamiento de economía neoclásica, plantean que fenómenos como el deterioro de los recursos naturales, y la sobre explotación, se deben en parte a la ausencia de derechos de propiedad*, lo que a su vez se traduce en la inexistencia de precios que reflejen la condición actual del capital natural. A partir de lo anterior es pertinente afirmar que la ausencia de derechos de propiedad claros, o el poco conocimiento acerca del valor económico de determinado ecosistema, se convierten en ¿excusas¿ perfectas, para que los actores y entidades encargadas de la toma de decisiones a nivel nacional y regional, entreguen, concesionen o simplemente consuman deliberadamente nuestros recursos naturales; en búsqueda de el mayor beneficio económico posible. Sin embargo cuando se adelantan este tipo de procesos no se consideran los costos ambientales. De ahí que hayan surgido diversas propuestas a nivel mundial, para introducir los recursos naturales en las cuentas patrimoniales de una nación, o medir el producto interno bruto (PIB) de esta con base en la cantidad de recursos naturales que posee, es decir, el producto interno bruto verde, o las cuentas verdes entre otras. Considerando lo anterior, y por muchas otras razones (como el crecimiento económico, reducción de la pobreza y brechas sociales, entre otros) la valoración económica de los Bienes y Servicios Ambientales ofrece una perspectiva más amplia a los tomadores de decisiones, en aquellos momentos en los cuales se piensa adelantar procesos ligados al ¿desarrollo¿ de sus regiones o países. Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.

Beadle In contrast to the more sta bie oceans, inland waters are, on the geological time scale, short-lived and are subject to great fluctuations in chemical composition and physical features. Very few lakes and rivers have existed continuously for more than a million years, and the life of the majority is to be measured in thousands or less. Earth movements, erosion and long-term climatic changes in the past have caused many of them to appear and disappear. No wonder then that most freshwater organism are especially adapted to great changes and many even to temporary extinction of their environment. Recent studies of residual sediments from existing and extinct lakes in tropical Africa have told us much about their age and the past history of their faunas and floras, from which we may deduce something about the climate and the conditions in the water in the past. The forces that have formed and moulded the African Great Lakes have been catastrophic in their violence and effects. They are not yet finished, but the present rate of change is, in human terms, too slow for direct observation of the ecological effects. The large man-made lakes are providing very good opportunities for studying the chemi cal and biological consequences of the initial filling but, once filled, they are artificially protected against major fluctuations.
