Book excerpt: The Volpe Center Acoustics Facility (Volpe) in support of the Federal Highway Administration (FHWA) is conducting a multiple-phase study to assess the accuracy and make recommendations on the use of FHWA's Traffic Noise Model (TNM). The TNM Validation Study involves highway noise data collection and TNM modeling for the purpose of data comparison. In 2002, Volpe completed Phase 1 of the study. For this phase, over 100 hours of traffic noise data were collected at seventeen highway sites around the country. The seventeen sites included: open areas next to the highway with acoustically soft ground (e.g., lawn); open areas with acoustically hard ground (e.g., pavement or water); and areas next to the highway with an open area behind a single noise barrier. Results indicated that TNM Version 2.0 was, on average, over-predicting when measured sound level data were not calibrated using a reference microphone, i.e., when site bias was not accounted for. This issue of over-prediction initiated the development of TNM Version 2.5, which addresses the over-prediction and also has other acoustical improvements. This addendum to the Phase 1 report includes results generated with TNM Version 2.5, where the results show TNM's improved performance.

Book excerpt: In March 1998, the Federal Highway Administration (FHWA) Office of Natural Environment, released the FHWA Traffic Noise Model (FHWA TNM) Version 1.0, a state-of-the-art computer program for highway traffic noise prediction and analysis. Since then, the FHWA, with assistance from the Volpe Center Acoustics Facility (Volpe Center) and Foliage Software Systems (FSS), have released updates of TNM (Versions 1.0a, and 1.0b) in March 1999 and August 1999, respectively. In support of the FHWA and the California Department of Transportation, the Volpe Center and FSS released Version 1.1 in September 2000. TNM 2.0 is the latest release of the TNM software. Two companion reports were released with TNM Version 1.0, a Technical Manual that describes the acoustics within TNM and a User's Guide. In addition, prior to TNM release, a data report was published that describes the vehicle noise-emissions data base within TNM. This document is an addendum to the FHWA TNM Version 1.0 User's Guide. It details the enhancements in the program up to and including Version 2.0.

Book excerpt: The Ohio Department of Transportation (ODOT) noise program includes an inventory of more than 250 miles of noise barriers around the state. Each noise barrier constructed must be analyzed using the FHWA Traffic Noise Model (TNM) software program to determine if the construction of the barrier is justified. This research study was initiated to identify opportunities to improve the accuracy and validity of ODOT's traffic noise analysis and TNM modeling specifications with specific attention made to the modeling of heavy trucks. Over 44 hours of traffic noise data were collected at noise-sensitive areas at a Type II noise wall project being constructed along Interstate 270 in southeast Columbus. A "model-to-monitor" approach was used to analyze the field-measured noise data and compare the measured traffic noise levels with the traffic noise levels predicted using a robust TNM layout developed by the research team. The results of the analysis were consistent with other national research studies on the topic of meteorological effects, modeling residential building structures, and vegetation effects. Consequently, several useful strategies to aid in improving the accuracy of the traffic noise analysis and modeling process were identified. It is recommended that ODOT revise its traffic noise analysis procedures to carry out field studies only under calm (e.g., no wind) conditions. Additionally, ODOT's TNM specifications should be revised to include modeling of residential structures near the freeway as TNM noise barrier objects and that greater attention be paid to roadside vegetation in the modeling process and highway construction process.

Book excerpt: The U.S. Federal Highway Administration has promulgated its new highway-noise computer program, the FHWA Traffic Noise Model (TNM), for eventual use on all federal-aid highway projects. When the California Department of Transportation (Caltrans) investigated TNM's computed sound levels, to prepare for statewide adoption, it noticed that TNM computes higher closeby sound levels over hard intervening ground, by some 5 decibels at 20 meters, then over soft intervening ground. In comparison, the current Caltrans highway-noise computer program, Sound 32, computes only a 2-decibel hard-site increase at 20 meters (1.2 decibels at 15 meters). Moreover, Sound32s 2-decibel increase at 20 meters generally agrees better with past Caltrans field measurements than does TNM's 5-decibel increase. Is TNM's 5-decibel hard-site increase truly "real"? In other words, would thorough field measurements of hourly traffic sound levels over hard ground confirm this higher TNM value (5 decibels) at 20 meters or would they confirm Sound32's lower value (2 decibels), instead? The answer to this question awaits further field measurements, now being planned by FHWA through the Volpe National Transportation Systems Center (VNTSC).
