Field Marshal Erwin Kommel The inability of the Germans to bring their reserve forces forward was due to the Allies' air operations prior to D-Day. The USAF's Joint Doctrine Air Campaign Course advocates a five stage planning process for air asset employment at the Operational level. The five stages are: Stage 1, an intelligence preparation of the theater of operations; Stage 2, objective determination; Stage 3, strategy identification; Stage 4, identifying centers of gravity; Stage 5, the air campaign plan. This process was used by the USAF to build the air operations during Desert Shield and Desert Storm and the success of those operations served as a foundation for the USAF's contention that this five stage planning process is appropriate. One war does not validate a planning process. To validate this process, I have applied the framework to the Allied air operations prior to the Normandy invasion. A valid framework for planning must be applicable to other operations. The success or failure of those operations should be re-enforced or identified by this planning framework. Overall, the Allies used a similar process prior to Normandy. The JDACC five stage planning process provides a solid foundation for air asset Operational planning. Each of the stages must be accomplished to effectively employ airpower. There are not any gaps in the framework. These stages are independent of technology, equipment, training and valid regardless of service doctrine. The JDACC planning guide is an excellent tool for Operational planning for both deliberate and crisis action planning.

This primer contains information from several source documents and should not be used solely to quote Joint Doctrine or DOD policy, nor does it relieve the student from reading and understanding Joint Doctrine as published. The Joint Operation Planning and Execution System (JOPES) and the Joint Operation Planning Process (JOPP) share the same basic approach and problem-solving elements, such as mission analysis and course-of-action development. The combination of JOPES and JOPP promotes coherent planning across all levels of war and command echelons, whether the requirement is for a limited, single-phase operation such as noncombatant evacuation or for a multi-phase campaign involving high intensity combat operations. JOPES formally integrates the planning activities of the entire JPEC during the initial planning and plan refinement that occurs both in peacetime and when faced with an imminent crisis. While JOPES activities span many organizational levels, the focus is on the interaction which ultimately helps the President and SecDef decide when, where, and how to commit US military capabilities in response to a foreseen contingency or an unforeseen crisis. JOPP is a less formal but proven analytical process, which provides a methodical approach to planning at any organizational level and at any point before and during joint operations. The focus of JOPP is on the interaction between an organization's commander, staff, the commanders and staffs of the next higher and lower commands, and supporting commanders and their staffs to develop a joint operation plan (OPLAN) or operation order (OPORD) for a specific mission.

Cordesman unflinchingly concludes, that the air campaign over Kosovo exposed deep fault lines within and among the NATO countries and fundamental flaws in the way the West wages war.
