Available in PDF, EPUB and Kindle. Book excerpt: GAO conducted a review to determine whether the Veterans Administration (VA) and the Department of Defense (DOD) have adequate internal controls to prevent VA from paying veterans' disability benefits to: (1) disabled veterans who return to active duty; and (2) disabled veterans whose separation pay VA has not recouped. GAO found that, while VA instructs veterans to contact a VA regional office if they return to active duty, it has not determined whether veterans comply with the reporting requirement. GAO compared data from the Defense Manpower Data Center (DMDC) with VA data and identified over 1,000 individuals who returned to active duty without notifying VA. In some cases, returning veterans did not mention their VA disability payments on reenlistment applications, but there were also cases where military recruiters did not notify VA. In addition, GAO found that VA does not always recoup separation payments before paying disability benefits because: (1) DOD separation processing offices do not always provide separation pay data to VA; and (2) VA staff either disregard separation data or do not realize that recoupment efforts have been unsuccessful. However, since VA can only withhold disability payments up to the amount of a veteran's monthly benefit, it may take years to recoup improperly paid funds.

Book VA Veterans Administration Can Reduce Excess Disability Payments by Improving Pay Data Exchange with the Military Services

Download or read book VA Veterans Administration Can Reduce Excess Disability Payments by Improving Pay Data Exchange with the Military Services written by GENERAL ACCOUNTING OFFICE WASHINGTON DC HUMAN RESOURCES DIV. and published by . This book was released on 1985 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal law requires that the Veterans Administration (VA) withhold disability benefits whenever a veteran reenlists in the active military service. GAO found that disabled veterans do not always notify VA when they reenter active service, and VA has no effective controls to identify veterans who do not notify it. Consequently, VA paid in excess of $1 million in both 1982 and 1983 for disability compensation benefits to veterans on active duty. Also, the military services make lump-sum separation payments to members who are involuntarily discharged for disability and nondisability reasons. Federal law requires that VA withhold disability payments until an amount equal to the full separation payment has been recouped. GAO found, however, that the Department of Defense (DOD) and VA lack adequate controls to ensure that all separation pay data are provided and the VA withholds disability payments for 1983, VA had not withheld the appropriate monthly disability payments on an estimated $1.6 million in total lump-sum separation pay made by the military services in 1983. This report recommends a number of actions that VA and DOD should implement so that veterans do not receive disability benefits to which they are not entitled. VA and DOD generally agreed with GAO's findings and recommendations. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: GAO reviewed ways for the military services and the Veterans Administration (VA) to prevent overpayments to military retirees and survivors. GAO found overpayments totaling $6.6 million and underpayments totaling $151,000 to both military retirees and survivors. Further, GAO found another $1 million in overpayments by reviewing cases the services had not examined. Under the present system, VA provides the military services with the names of only those recipients of VA benefits who are identified as military retirees or survivors. About $5 million of the $6.6 million in overpayments occurred because VA did not inform the military that it had awarded compensation to retirees and survivors. Consequently, the services continued making full payment to these individuals. GAO stated that an automated control system would have eliminated, if properly implemented, $5 million of the $6.6 million in overpayments detected in the 1981 reconciliation. The military services must use the results of the annual reconciliation of Defense and VA pay data more effectively to make sure these payments will be corrected.

Book A 21st Century System for Evaluating Veterans for Disability Benefits

Download or read book A 21st Century System for Evaluating Veterans for Disability Benefits written by Institute of Medicine and published by National Academies Press. This book was released on 2007-09-30 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: 21st Century System for Evaluating Veterans' Disability Benefits recommends improvements in the medical evaluation and rating of veterans for the benefits provided by the Department of Veterans Affairs (VA) to compensate for illnesses or injuries incurred in or aggravated by military service. Compensation is a monthly cash benefit based on a rating schedule that determines the degree of disability on a scale of 0 to 100. Although a disability rating may also entitle a veteran to ancillary services, such as vocational rehabilitation and employment services, the rating schedule is out of date medically and contains ambiguous criteria and obsolete conditions and language. The current rating schedule emphasizes impairment and limitations or loss of specific body structures and functions which may not predict disability well. 21st Century System for Evaluating Veterans' Disability Benefits recommends that this schedule could be revised to include modern concepts of disability including work disability, nonwork disability, and quality of life. In addition to the need for an updated rating schedule, this book highlights the need for the Department of Veterans' Affairs to devote additional resources to systematic analysis of how well it is providing services or how much the lives of veterans are being improved, as well as the need for a program of research oriented toward understanding and improving the effectiveness of its benefits programs.

Book Veterans Disability Benefits

Download or read book Veterans Disability Benefits written by Amine Hermans and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: For years, the Veterans Administration (VA) has struggled with an increasing workload of disability compensation claims. The average time to complete a claim was 188 days in fiscal year 2011, and the VA expects an increase in claims received as 1 million service members leave military service over the next 5 years. As the Government Accountability Office (GAO) and other organisations have previously reported, the VA has faced challenges in reducing the time it takes to decide veterans' claims. This book examines the factors that contribute to lengthy processing times for disability claims and appeals; and the status of the Veteran's Benefits Administration (VBAs) recent efforts to improve disability claims and appeals processing timelines.

Book Veterans Disability Benefits

Download or read book Veterans Disability Benefits written by Daniel Bertoni and published by DIANE Publishing. This book was released on 2009-06 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent military conflicts have increased interest in federal efforts to support servicemembers preparing to leave military service. Through the Benefits Delivery at Discharge (BDD) program, the VA, in collaboration with the DoD, has made efforts to streamline access to veterans' disability benefits by allowing some servicemembers to file a claim and obtain a single exam prior to discharge. This report examines VA's efforts to manage the BDD program and how VA and DoD are addressing challenges servicemembers face in accessing BDD. To address these objectives, the auditor analyzed relevant documents and data, interviewed officials, and conducted site visits and interviews at selected military bases. Includes recommendations. Book Improving the Presumptive Disability Decision Making Process for Veterans

Download or read book Improving the Presumptive Disability Decision Making Process for Veterans written by Institute of Medicine and published by National Academies Press. This book was released on 2008-06-15 with total page 813 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States has long recognized and honored the service and sacrifices of its military and veterans. Veterans who have been injured by their service (whether their injury appears during service or afterwards) are owed appropriate health care and disability compensation. For some medical conditions that develop after military service, the scientific information needed to connect the health conditions to the circumstances of service may be incomplete. When information is incomplete, Congress or the Department of Veterans Affairs (VA) may need to make a "presumption" of service connection so that a group of veterans can be appropriately compensated. The missing information may be about the specific exposures of the veterans, or there may be incomplete scientific evidence as to whether an exposure during service causes the health condition of concern. For example, when the exposures of military personnel in Vietnam to Agent Orange could not be clearly documented, a presumption was established that all those who set foot on Vietnam soil were exposed to Agent Orange. The Institute of Medicine (IOM) Committee was charged with reviewing and describing how presumptions have been made in the past and, if needed, to make recommendations for an improved scientific framework that could be used in the future for determining if a presumption should be made. The Committee was asked to consider and describe the processes of all participants in the current presumptive disability decision-making process for veterans. The Committee was not asked to offer an opinion about past presumptive decisions or to suggest specific future presumptions. The Committee heard from a range of groups that figure into this decision-making process, including past and present staffers from Congress, the VA, the IOM, veterans service organizations, and individual veterans. The Department of Defense (DoD) briefed the Committee about its current activities and plans to better track the exposures and health conditions of military personnel. The Committee further documented the current process by developing case studies around exposures and health conditions for which presumptions had been made. Improving the Presumptive Disability Decision-Making Process for Veterans explains recommendations made by the committee general methods by which scientists, as well as government and other organizations, evaluate scientific evidence in order to determine if a specific exposure causes a health condition.
