Book excerpt: Approximately 4 million U.S. service members took part in the wars in Afghanistan and Iraq. Shortly after troops started returning from their deployments, some active-duty service members and veterans began experiencing mental health problems. Given the stressors associated with war, it is not surprising that some service members developed such mental health conditions as posttraumatic stress disorder, depression, and substance use disorder. Subsequent epidemiologic studies conducted on military and veteran populations that served in the operations in Afghanistan and Iraq provided scientific evidence that those who fought were in fact being diagnosed with mental illnesses and experiencing mental healthâ€"related outcomesâ€"in particular, suicideâ€"at a higher rate than the general population. This report provides a comprehensive assessment of the quality, capacity, and access to mental health care services for veterans who served in the Armed Forces in Operation Enduring Freedom/Operation Iraqi Freedom/Operation New Dawn. It includes an analysis of not only the quality and capacity of mental health care services within the Department of Veterans Affairs, but also barriers faced by patients in utilizing those services.

The auditor visited a sample of 9 VA medical centers and 10 community-based outpatient clinics.

Book excerpt: The Department of Veterans Affairs (VA) has made considerable progress in removing barriers that prevent women veterans from receiving care. For example, VA has increased its outreach to women veterans to inform them of their eligibility for health care services and designated women veteran coordinators to help women veterans access VA's health care system. VA has also improved the health care environment at many of its medical facilities, especially with respect to accommodating the privacy needs of women veterans. However, VA recognizes that more work needs to be done in these areas. In addition, in response to women veterans' concerns, VA has begun to assess its capacity to provide inpatient psychiatric care to women veterans. VA's efforts to stress women veterans' health care have significantly increased the availability and use of all services during the past three years. For example, gender-specific services--pap smears, mammograms, and reproductive health care--grew from more than 85,000 to more than 121,000 between 1994 and 1997. During the same period, the number of women veterans treated on an outpatient basis rose by about 32 percent, or 119,300.
