This seems to give an advantage to dictators, who can bluff with confidence and make decisions without consultation, and many assume that even democratic governments would do better to minimize political dissent and speak foreign policy from a single mouth. In this thoughtful, empirically grounded challenge to the assumption that messy domestic politics undermine democracies' ability to conduct international relations, Lisa Martin argues that legislatures--and particularly the apparently problematic openness of their proceedings--actually serve foreign policy well by giving credibility to the international commitments that are made. Examining the American cases of economic sanctions, the use of executive agreements versus treaties, and food assistance, in addition to the establishment of the European Union, Martin concludes that--if institutionalized--even rancorous domestic conversations between executives and legislatures augment rather than impede states' international dealings. He builds a cultural theory of international politics, which takes whether states view each other as enemies, rivals or friends as a fundamental determinant. Wendt characterises these roles as 'cultures of anarchy', described as Hobbesian, Lockean and Kantian respectively. These cultures are shared ideas which help shape state interests and capabilities, and generate tendencies in the international system. The book describes four factors which can drive structural change from one culture to another - interdependence, common fate, homogenization, and self-restraint - and examines the effects of capitalism and democracy in the emergence of a Kantian culture in the West.
