Book excerpt: The overarching aim of this study is to analyse what researchers in South African higher education institutes and science councils mean by the term 'utilisation' ? i.e. what do researchers mean when they indicate that their research findings are being utilised. The data used to conduct this analysis is taken from a national survey, conducted for the purpose of establishing the extent to which research finding in South Africa are utilised. The author played an active role in this survey component of the research conducted for the South African National Advisory Committee on Innovation (NACI). The study also covers the specific dynamics of the utilisation process: How does research utilisation occur and what are the key variables in this process? In answering this question, the author discusses five prominent models of knowledge utilisation that have been put forward over the past three decades: The Two-Communities theory of Norman Caplan (1979); The three models of policy research of Carol Weiss (1991); The Triple Helix model of Henry Etzkowitz and Loet Leydesdorff (1996); The three policy paradigms of Barry Bozeman (1994); and The Contingency Effectiveness model of Technology Transfer (CETT) of Barry Bozeman (2000).

This background paper to the guidance that FAO is developing on strengthening science–policy interfaces at the national level sets out to provide an overview of existing models and activities used for developing and operating science–policy systems and supporting the use of evidence, to transform global agrifood systems. Emphasis is placed on low- and middle-income countries, but examples from high-income countries are also included. Three high-level models are presented: the production-focused model, the policy-oriented model and the integrated model. Findings from the empirical cases and the evaluation data are distilled into lessons for strengthening each model, as well as suggesting ten priority recommendations for national science–policy engagement for agrifood systems.

Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. By offering a diversity of inspiring and comprehensive contributions on the link between perceptions and behaviour, this Research Topic aspires to critically enlighten the discourse and applicability of such research for finding sustainable, locally identified, anchored and integrated marine resource use pathways.
