Book excerpt: Introducción: En la actualidad el tema de eficiencia energética y el uso racional del agua cobra relevancia, debido a la escasa o nula atención que éste tema ha recibido no sólo en nuestra región sino a nivel nacional, y dado el hecho en que la mayor parte del patrimonio construido es completamente ineficiente desde el punto de vista energético y en cómo se usa el agua. Lo que permite que se genere un mayor consumo, un costo adicional en las cuentas de servicios y un impacto siempre latente en los recursos naturales futuros. La iniciativa no es nueva ya que en la Cumbre de Desarrollo Sostenible realizada en Johannesburgo en el año 2002 –cumbre en la cual participó Colombia- se estableció que el acceso a la energía eléctrica y agua potable es una garantía para la erradicación de la pobreza, así que al mismo tiempo se tienen que establecer medidas de uso eficiente para estos recursos. Y actualmente en la Cumbre Mundial de Desarrollo Sostenible celebrada en Paris en el año 2015 –en la cual Colombia también participó- varios de los puntos acordados hablan sobre la mejora y mayor acceso a la energía eléctrica y la duplicación de mejora de la eficiencia energética y mayor cobertura en agua potable para las personas, lo que implica un uso eficiente y racional de estos recursos. Creemos en la importancia de realizar este proyecto dada la categoría que tiene la universidad en la región. Institución que debe estar a la vanguardia en aspectos como el mencionado. Actualmente existen leyes y un buen número de normas sobre eficiencia energética en Colombia, la más destacable ha sido la ley 697 del 2001 (Ley URE) en donde se fomenta el uso racional y eficiente de la energía...

Book excerpt: Energy justice has emerged over the last decade as a matter of vital concern in energy law, which can be seen in the attention directed to energy poverty, and the United Nations Sustainable Development Goals. There are energy justice concerns in areas of law as diverse as human rights, consumer protection, international law and trade, and in many forms of regional and national energy law and regulation. This edited collection explores in detail at four kinds of energy justice. The first, distributive justice, relates to the equitable distribution of the benefits and burdens of energy activities, which is challenged by the existence of people suffering from energy poverty. Secondly, procedural (or participation) justice consists of the right of all communities to participate in decision-making regarding energy projects and policies that affect them. This dimension of energy justice often includes procedural rights to information and access to courts. Under the concept of reparation (or restorative) justice, the book looks at even-handed enforcement of energy statutes and regulations, as well as access to remedies when legal rights are violated. Finally, the collection addresses social justice, with the recognition that energy injustice cannot be separated from other social ills, such as poverty and subordination based on race, gender, or indigeneity. These issues feed into a wider conversation about how we achieve a 'just' energy transition, as the world confronts the urgent challenges of climate change.
