In the midst of a rapidly expanding global adaptation agenda, it is of primary importance to get adaptation and its constituent parts right, in order to generate the most appropriate and effective interventions. Adapting to episodes after they occur is no longer sufficient; we increasingly need to anticipate and reduce the suffering and the enormously damaging impacts of potential coming events. This book addresses a major gap in adaptation efforts to date by pointing to the vital role that an understanding of population dynamics and an extensive use of demographic data have in developing pre-emptive and effective adaptation policies and practices. Politics and an oversimplified understanding of demographic dynamics have long kept population issues out of serious discussions in the framework of climate negotiations. Within adaptation actions, however, this is beginning to change, and this volume is intended to provide a framework for taking that change forward, towards better, more evidence-based adaptation. It provides key concepts linking demography and adaptation, data foundations and techniques for analyzing climate vulnerability, as well as case studies where these concepts and analyses illuminate who is vulnerable and how to help build their resilience.

A common solution within the demographic community has been what is generally referred to as “indirect estimation”. In our work the focus has been on the indirect estimation of migration, and our use of the term “indirect” follows the description given in the 1983 United Nations manual, which de?ned it as “techniques suited for analysis of incomplete or defective demographic data” (United Nations, 1983, p. 1). We wrote this book with a goal to make it accessible to a reader familiar with introductory statistical modeling, at the level of regression and categorical data an- ysis using log – linear models. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.
