The study has especially looked at the areas where Europe drives innovation, where the development of new products and processes could lead to new trade of goods, services and technologies. The foresight process has dealt with standardisation by using a holistic approach. It explored at how effective standards can be developed within a European industrial landscape vision able to contribute to jobs and growth in a sustainable manner. The report provides a clear overview of the evolution of the European production system and illustrates what are the drivers of change influencing the future production system. The Industrial Landscape Vision was used to identify the its implications on the European Standardisation System and it highlights priorities for the development of standards in the future.

Book excerpt: In the European Union, the Commission has identified the use of standards as a mechanism of innovation sharing, European competitiveness and further economic integration within the Union. Additionally, the Union has developed and promoted a dynamic approach to research and development, largely supported by a robust intellectual property and antitrust exemption regime. The underlying purpose of which is to provide protection for inventions, facilitate cost recovery and enhance the exploitation of profits from the developed invention. Nonetheless, innovators face a continuous struggle not only to stay ahead of the pack but also to develop strategies to secure capital to continue research and development. The difficulties associated with technological advancement in standardised areas is exasperated given that the lack of guarantee the developed technology will be included within the standard, alongside other associated difficulties arising as a result of the existing standard. This paper explores whether driving standardisation in innovation markets is potentially counter effective and ultimately, an impediment to innovation and development.

Taking public opinion and multilateral agreements as the international equivalent to national election and passing laws on the national scale, and extending nation-state concepts to a global society, it analyzes citizens' preferences and the state's willingness to enter into 120 multilateral treaties. After identifying the links as a first step toward conceptualizing quasi-legislative global politics, the book examines how each of the 193 states manifests quasi-legislative behavior by factor-analyzing six instrumental variables such as treaty participation index and six policy domains of multilateral treaties, including peace and trade. It then discusses global change between 1989 and 2008, and conceptually and empirically examines the three theories of global politics that originated during that period: the theory of power transition, theory of civilizational clash and theory of global legislative politics. The explanation of the link from standards to economic growth and development is through the effects of standards on the incentives to perform industrial research and development (R&D). We examine product standards, metrology traceable to national and international standards, and regulatory standards to address negative externalities. The paper develops a theoretical explanation for the link from standards to growth, survey/interview-guides to gather information from industrial R&D experts about the explanation, and case-study evidence about the explanation. We discuss the standard-setting process and explain it entails strategic alliances among firms and with government involvement. Case studies of R&D projects in firms and in a national laboratory support the belief that standards implemented via strategic alliances leverage economic growth and development.

Economic competitiveness has been a central plank in the development of the European Union - a relentless quest for policies that lead to more prosperity and that make European companies in world markets more successful. However, since the end of the Lisbon Agenda in 2010, economic competitiveness seems to have fallen off the EU map. This Agenda had its flaws, but it rightly sought to make Europe "the most competitive and dynamic knowledge-economy in the world". The impression now is that Europe is on the retreat and the current European Commission is the first without a strategy to strengthen competitiveness at the EU level since the early 1990s. Hopefully, a course correction may now be on its way. Ursula von der Leyen has promised a "competitiveness check" on new EU policy. With the strong economic headwinds facing Europe and the world, the EU needs to pursue structural economic reforms that raise productivity and growth. This report offers a map and a competitiveness compass for the EU to find a new path towards a flourishing society. The report takes aim at faster economic growth in Europe. Growth is not the only target for the economy but is a prerequisite to achieve many of the non-economic objectives that are important. For instance, improved rates of growth are necessary to boost living standards in Europe, and to give many more citizens economic opportunities that have been absent after a decade of strong economic turbulence. Faster growth and stronger European competitiveness are also central in an age of increasing geopolitical frictions and war. The West and its allies are economically strong and innovative. But it is equally obvious that their economic power to command the direction of the world economy has weakened, and that the only way to fight against the economic gravity that takes more business, investment and innovation to China and other emerging economies is to make our own economies more competitive. Moreover, there is no environmental sustainability without innovation. To address climate change, Europe need as much technological progress as it can muster.

In parallel, new information security and privacy standards are being drafted and proposed to support organizations to integrate best practices into their procedures and mitigate risks. To this end, a wide and effective adoption of information security and privacy related standards by SMEs across Europe can be a beneficial factor for fostering their growth, competitiveness and innovation.^In this context, ENISA has carried out this project under its Work Program 20152, with the objective of providing a set of relevant recommendations regarding how to increase the adoption of information security and privacy standards in SMEs. These recommendations are targeted to EU and MS policy makers; standards developing organizations; and professional, industry and small businesses associations. To reach relevant conclusions, an extensive analysis was conducted in order to investigate the status of security and privacy standard adoption in European SMEs, the main drivers that can motivate SMEs towards the adoption of these standards and, especially, the perceived existing barriers for SMEs in this area. The methodology of the study consisted in interviews with subject matter experts and analysis of available studies in the area.^The report identifies as well existing information security and privacy standards that can be used by European SMEs, presenting a list of standards that could be considered for adoption by SMEs, along with descriptions of these standards.
