Book excerpt: Cyanobacterial harmful algal blooms (cyano-HABs) are a pervasive water quality challenge that impact lake ecosystems, economies, and can be a serious public health concern upon exposure to cyanotoxins through recreational activities or drinking water. Iowa lakes are particularly susceptible to bloom events due to high nutrient run-off and warm summer temperatures. Cyano-HABs are complex and dynamic systems and several management strategies have been developed to attempt to characterize their variability. However, each monitoring method has its unique advantages and disadvantages that evaluate different aspects of blooms. The objective of this study was to combine the advantages of multiple management strategies to better capture bloom dynamics and characterize toxicity. We combined UAV near-range multispectral remote sensing with relationships between chlorophyll-a pigments and Microcystin cyanotoxins to map the distribution of Microcystins on Green Valley Lake in Iowa. We developed a novel image processing framework to allow for stitching over-water images using a geometry-based approach from the GPS and IMU camera positioning information. We also tested the utility of a simple log-linear relationship between chlorophyll-a and Microcystin for lakes geographically distributed across the state of Iowa and found that physical lake parameters influence the strength of the relationship, particularly lake residence time and the ratio of watershed to lake area. This was the first study to describe the distribution of twelve Microcystin congeners throughout a season across the state of Iowa. From those results, we identified areas of further research needs, including the need for additional Microcystin congener standards and toxicological studies to better characterize the toxicity of bloom events. Cyano-HABs vary spatially and temporally and are controlled by a variety of environmental and lake factors. However, additional research can improve our understanding of these systems to inform proper management strategies and protect public, ecosystem, and economic health.

Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.
