Book excerpt: Abstract: "Recent trends in text searching, such as the availability of full-text databases and the introduction of natural- language queries, underline the role that linguistic analysis can play in information retrieval. In this paper we examine how techniques known and used in the field of natural-language processing can be applied to the analysis of text in information retrieval. State-of-the-art text searching programs cannot distinguish, for example, between occurrences of the sickness AIDS and aids as tools; or between library school and school library. On the other hand, they do not equate terms like online and on- line which are variants of the same form. To make these distinctions, systems must incorporate knowledge about the meaning of words in context. Research in natural-language processing in the last two or three decades has concentrated on the automatic 'understanding' of language: how to analyze the grammatical structure and the semantic meaning of text. Although many aspects of this research remain experimental, we describe how we apply some of these techniques to recognize spelling variants, names, acronyms, and abbreviations in ways that are useful to text searching."

They provide readers with broad coverage of the various issues involved in creating systems to make accessible digitally stored materials regardless of the language(s) they are written in. Details on Cross-Language Information Retrieval (CLIR) are also covered that help readers to understand how to develop retrieval systems that cross language boundaries. Their work is divided into six chapters and accompanies the reader step-by-step through the various stages involved in building, using and evaluating MLIR systems. The campaign cul- nated in a two-day workshop in Lisbon, Portugal, 21 22 September, immediately following the fourth European Conference on Digital Libraries (ECDL 2000). The first day of the workshop was open to anyone interested in the area of Cross-Language Information Retrieval (CLIR) and addressed the topic of CLIR system evaluation. The goal was to identify the actual contribution of evaluation to system development and to determine what could be done in the future to stimulate progress. The second day was restricted to participants in the CLEF 2000 evaluation campaign and to their - periments. This volume constitutes the proceedings of the workshop and provides a record of the campaign. CLEF is currently an activity of the DELOS Network of Excellence for Digital - braries, funded by the EC Information Society Technologies to further research in digital library technologies. The activity is organized in collaboration with the US National Institute of Standards and Technology (NIST). The support of DELOS and NIST in the running of the evaluation campaign is gratefully acknowledged. I should also like to thank the other members of the Workshop Steering Committee for their assistance in the organization of this event.

The majority of Information Retrieval research has been aimed at the more experimentally tractable small-scale systems, and although much of that work has added greatly to our understanding of Information Retrieval it is becoming increasingly apparent that retrieval systems with large data bases of documents are a fundamentally different genre of systems than small-scale systems. If this is so, which is the thesis of this book, then we must now study large information retrieval systems with the same rigor and intensity that we once studied small-scale systems. Hegel observed that the quantitative growth of any system caused qualitative changes to take place in its structure and processes.
